About the position

The Strategic Counterintelligence Manager at Northrop Grumman is responsible for developing and overseeing a comprehensive insider risk management program across the organization. This role involves leading a team to identify, assess, and mitigate risks associated with insiders, ensuring the protection of employees, assets, and intellectual property. The manager will collaborate with various departments to enhance counterintelligence strategies and will communicate regularly with executive leadership regarding insider threat risks and recommended actions.

Responsibilities

  • Develop and execute a comprehensive program strategy for insider risk management.
  • Design, execute, and oversee the insider risk program, enhancing technical controls and policies.
  • Collaborate with Security, HR, Employee Relations, Ethics, Law Department, Privacy, and Cybersecurity to develop program strategy and handle investigations.
  • Lead a team of technical analysts in developing mitigation strategies using technical tools and policies.
  • Implement continual process improvements and evaluate emerging technologies for program performance.
  • Oversee an enterprise-wide user exception and device access waiver process.
  • Regularly communicate with executive leadership about insider threat risks and findings.
  • Maintain and revise governance documentation, procedures, and policies as necessary.
  • Test and evaluate new insider risk management technology for user behavior analysis and risk detection.
  • Develop and mentor a diverse team of technical professionals.

Requirements

  • Bachelor's Degree required with a minimum of 8 years of relevant experience in cybersecurity, counterintelligence, or intelligence.
  • Demonstrated subject matter expertise in insider risk and knowledge of related directives and policies.
  • History of successful collaboration and thought leadership with external organizations in insider risk management.
  • Excellent written and verbal communication skills, with the ability to convey complex technical information to senior leadership.
  • Proven knowledge of data types and technologies relevant to insider risk detection and investigation management.
  • Capacity to lead and manage across organizational disciplines.
  • Commitment to mentoring and professional development of others.
  • Strong presentation, organizational, leadership, and communication skills.
  • Ability to multitask, prioritize, and work under time constraints.

Nice-to-haves

  • Completion of CERT Insider Threat Program Management certification course.
  • Experience with information protection technologies such as Splunk and Forcepoint in an insider risk management context.
  • Minimum of 15+ years of intelligence or counterintelligence experience in positions of increasing responsibility.
  • History of influencing and driving change within teams and across an organization.
