About the position

The Manager, Cyber Intelligence - Information Systems Security Manager (ISSM) at L3Harris is responsible for overseeing the security of information systems in support of Department of Defense programs. This role involves developing and reviewing security documentation, conducting risk assessments, and ensuring compliance with regulatory requirements. The ISSM will lead a diverse security team, provide training, and interact with various stakeholders to maintain the integrity and security of information systems.

Responsibilities

  • Review and develop information system accreditation/certification support documentation.
  • Interact with customers regarding changes affecting information system accreditation/certification.
  • Perform system and network self-inspections to identify vulnerabilities and implement countermeasures.
  • Create and update program policies related to information system security.
  • Maintain information system security records and assist with IT security issues.
  • Develop and conduct risk assessment procedures for RMF/Assessment and Authorization safeguards.
  • Author and oversee various artifacts supporting RMF package artifacts.
  • Coordinate with internal/external partners to establish system security designs and validate compliance requirements.
  • Analyze and administer security controls for information systems.
  • Monitor IA Program compliance through periodic self-inspections and reviews.
  • Review audit data for anomalous or unauthorized activities.
  • Document and publish security-related workflows and procedures.
  • Conduct Cybersecurity training, briefings, and presentations.
  • Provide leadership and oversight to ISSOs and mentor teammates.

Requirements

  • Bachelor's Degree and minimum 9 years of prior relevant experience, or a Graduate Degree with a minimum of 7 years of experience, or 13 years of prior related experience in lieu of a degree.
  • Active DoD Secret security clearance with the ability to maintain it, requiring U.S. Citizenship.
  • Relevant experience with various operating systems (Windows, Linux, UNIX, Solaris, Cisco) and Windows server systems.
  • Experience using Microsoft Office products.
  • IAM Level III Certification (CISSP, CISM, etc.).
  • Experience with RMF/Assessment and Authorization safeguards based on JSIG and NIST 800 series guidelines.
  • Experience with SPLUNK, Security Center/Nessus, and other security software/systems.
  • Experience in Special Access Program environments.

Nice-to-haves

  • Experience with configuration/certification and auditing/analysis of various operating systems.
  • Experience with applying, searching, and leveraging SCAP and STIGs.
  • Demonstrated excellent organizational, decision-making, and problem-solving skills.
  • Experience with technical configuration standards relating to information system security.
  • Well versed in risk management, mitigation, and customer service.
  • Excellent team leadership skills in a multi-disciplinary environment.
  • Excellent communication skills (written, verbal, & presentation).
