About the position

The Manager, Employee Services, Communication and Training plays a crucial role within the Office of Employee Services (OES) at the District of Columbia Public Schools (DCPS). This position is responsible for overseeing the Clearance Compliance team and managing various Employee Services functions, including communications, clearance compliance, training compliance, customer service, and special projects. The OES supports all school-based and Central Office staff, ensuring that the needs of employees are met through effective systems and processes. The Manager will create, monitor, and improve systems that facilitate timely resolution of complex issues and ensure that critical information is communicated effectively to employees at all times. In this role, the Manager will assign, direct, and evaluate the work of direct reports, guiding their performance and professional development. They will assist the Director of Employee Experience in implementing clearance compliance initiatives and revising programs to meet the agency's evolving needs. The Manager will also support training efforts by educating employees on compliance guidelines and facilitating mandatory training sessions. Maintaining confidentiality and using data to develop training content are essential aspects of this position. The Manager will compile information from various data sources to prepare reports and communications for staff, track progress on internal projects, and address key issues of concern. They will evaluate the effectiveness of HR resources and make recommendations to improve access to critical information for employees. Additionally, the Manager will collaborate with other teams within OES to ensure consistent HR messaging and excellent customer service. This position requires a strong understanding of human resources best practices and the ability to build relationships across divisions to facilitate effective service delivery.

Responsibilities

  • Assigns, directs, and evaluates the work of direct reports; guides and supports the performance and professional development of reports.
  • Assists the director in implementing the agency's clearance compliance and revising programs as necessary.
  • Supports clearance compliance efforts by enforcing compliance with guidelines, requirements, standards, policies, and procedures.
  • Trains employees on clearance compliance guidelines and facilitates training on mandatory employee training and performance management.
  • Maintains confidentiality of information provided by customers during clearance compliance processes.
  • Uses data to develop content themes/topics and execute a plan for training and technical assistance tools.
  • Provides support toward the clearance compliance effort, including drafting action plans and monitoring fingerprinting for candidates for hire.
  • Issues identification badges and coordinates off-site clearance compliance events.
  • Communicates with partner organizations managing clearance checks and liaises with internal teams for suitability determinations.
  • Supports the DCPS Employee Training Compliance effort, including monitoring completion rates and communicating compliance updates to staff.
  • Compiles information from data sources for reporting and communications to staff, tracking progress on internal projects.
  • Evaluates the utility and effectiveness of HR resources and makes recommendations for improvement.
  • Crafts effective HR messaging and manages customer service technology for Employee Services teams.
  • Creates online technical assistance content and resources related to Employee Services workstreams.
  • Builds relationships with staff members from all OES divisions to facilitate excellent customer service.
  • Creates and documents standard operating procedures and manages special projects as needed.

Requirements

  • Bachelor's degree and four to six years of related work experience.
  • Master's degree preferred.
  • Previous exposure to or experience in the education sector is a plus.
  • Data-driven leadership and strong people management experience.
  • Significant customer service experience.
  • Strong analytic and strategic abilities.
  • Understanding of human resources best practices and processes.
