About the position

The Manager of Engineering & Operations is responsible for overseeing the activities and operations of the Engineering Division within the Electric Utility Department. This role involves managing project management tasks and ensuring that the division meets its business goals in alignment with the objectives of the Department and the City. The position requires a strong understanding of electrical engineering principles and practices, as well as the ability to develop and implement policies and procedures that enhance operational efficiency. The Manager will coordinate with other divisions and external entities to ensure that projects are executed effectively and within budget constraints. This includes preparing and administering the division's operating and capital budgets, identifying necessary system expansions or modifications, and providing technical support to staff engaged in project management and construction standards. In addition to managing day-to-day operations, the Manager will be responsible for preparing comprehensive reports, public presentations, and administering contracts. The role also involves addressing complex customer relations issues and ensuring that the division's activities align with the community's diverse needs. The Manager will play a key role in formulating long-range asset utilization plans and coordinating multi-year capital improvement plans for electric utility projects. This position requires a proactive approach to problem-solving and the ability to communicate effectively with various stakeholders, including city officials, staff, and the public.

Responsibilities

  • Manage the activities and operations of the Engineering Division of the Electric Utility Department.
  • Develop and implement goals, objectives, policies, and procedures for the division.
  • Direct and manage the day-to-day operations of the division and coordinate projects with other divisions.
  • Prepare and administer the division's operating and capital budgets.
  • Identify and implement necessary system expansions/modifications for power capacity and quality.
  • Provide direction, technical review, and support to staff on project management and construction standards.
  • Manage the Department's property management function and assist in long-range asset utilization plans.
  • Coordinate multi-year capital improvement plans for electric utility projects and act as project manager.
  • Prepare studies and reports related to specific areas of assignment and assist in planning for the electric system.
  • Prepare and give public presentations and administer contracts.
  • Solve complex customer relations issues and respond to difficult complaints.

Requirements

  • Bachelor's degree in electrical engineering or a related field from an accredited college or university.
  • Five years of increasingly responsible electric utility engineering experience, with two years in a supervisory or administrative capacity.
  • Knowledge of electrical engineering principles and practices, including current developments and regulations.
  • Experience in project management, organization, administration, and personnel management.
  • Ability to prepare comprehensive technical reports and manage multiple projects effectively.
  • Strong communication skills, both orally and in writing, to present information to various stakeholders.
  • Valid Driver's License issued from the California Department of Motor Vehicles.
