About the position

The Manager, Environmental Permitting is responsible for leading and directing discretionary permitting and environmental survey activities for Clearway Energy Group's renewable energy projects, including solar, wind, and storage. This role involves collaboration with various teams to ensure compliance with local, state, and federal regulations, managing the entitlement process, and overseeing external consultants. The position requires a strong background in environmental consulting and project management within the renewable energy sector.

Responsibilities

  • Lead and direct discretionary permitting and environmental survey activities for renewable energy projects.
  • Provide technical expertise for a pre-construction development portfolio of utility-scale generation projects.
  • Develop strategies for discretionary permit processes and environmental compliance, including schedules and budgets.
  • Manage the entitlement process with local, state, and federal authorities, including interactions with planning boards and permitting agencies.
  • Oversee a network of external consultants for biological and cultural surveys and preparation of diligence documents.
  • Conduct due diligence on pre-construction and project acquisition opportunities, evaluating permits and environmental assessments.
  • Support the resolution of land development-related issues during financing, ensuring compliance with lender requirements.
  • Implement creative project development approaches to reduce permitting risks and optimize schedules.
  • Track and engage with advocacy groups to streamline permitting processes.

Requirements

  • Bachelor's degree in natural sciences, land use planning, or related field.
  • At least five years of experience in the energy/utilities industry or closely related sectors.
  • Experience in leading the acquisition of land use permits and environmental approvals.
  • Knowledge of federal permit processes including the Endangered Species Act and BLM/Forest Service Right-of-Way Grants.
  • In-depth knowledge of survey and permit requirements for renewable energy projects.
  • Demonstrated experience navigating complex discretionary permitting processes related to wind/solar development.
  • Strong analytical skills and the ability to work independently and in teams.

Nice-to-haves

  • Master's degree preferred.
  • Prior project development experience in wind and/or solar.
  • Experience with the National Environmental Policy Act (NEPA) and state environmental processes.
  • Knowledge of the Migratory Bird Treaty Act and Bald and Golden Eagle Act.
