About the position

The Manager Grants Revenue is responsible for overseeing compliance and fiscal management of special revenue programs, including Medicaid-related services. This role involves collaboration with various stakeholders to ensure adherence to state and federal guidelines, monitoring budgets, and preparing financial reports. The position also includes supervisory responsibilities for Medicaid specialists and requires effective communication and analytical skills.

Responsibilities

  • Assist in the development, implementation, and maintenance of a compliance monitoring program for state and federal grants.
  • Collaborate with district staff and agencies to ensure compliance with Medicaid programs in schools.
  • Assist the Director of Special Revenue in developing recommendations for compliance violations.
  • Monitor grant program budgets and expenditures to ensure compliance with guidelines.
  • Prepare and submit financial reports to funding agencies as required.
  • Direct the administration of the Medicaid Administrative Cost Reimbursement and SHARS Program.
  • Supervise SHARS/Medicaid Specialist positions and assist in evaluations of Associate Accountant positions.
  • Assist in the preparation of year-end adjustments and special schedules for Special Revenue Funds.
  • Support internal and external audits and prepare necessary responses.
  • Analyze payroll information for proper allocation of grant funds.
  • Maintain Excel spreadsheets for various finance functions.

Requirements

  • Bachelor's degree in business or accounting.
  • Minimum of 3 years of accounting experience.
  • Experience with PeopleSoft Accounting software (preferred).
  • Experience with Medicaid billing programs (preferred).
  • Proficient in Microsoft Excel, Word, and databases.
  • Effective oral and written communication skills.
  • Knowledge of TEA's Financial Accountability System Resource Guide (FASRG) and GASB pronouncements (preferred).
