About the position

The Manager HR Business Partner (HRBP) role at MTA Headquarters is a pivotal position responsible for implementing integrated HR solutions, programs, and strategies across the MTA Agency. This position will support a variety of HR functions and program activities, ensuring that the HR needs of multiple departments are met effectively. The Manager HRBP will work closely with the Senior Manager, HRBP, to oversee day-to-day HR activities, develop strategic relationships with designated departments, and provide a customer service-oriented approach to HR-related needs. In this role, the Manager HRBP will assist with salary administration for non-representative positions, including updating job descriptions and preparing salary offers. The incumbent will also play a key role in implementing HR policies and procedures, addressing cross-agency issues, and providing employee benefits information. A significant aspect of the role involves managing employee relations concerns, including performance improvement plans and disciplinary actions, while fostering a professional environment that respects individual differences. The Manager HRBP will collaborate with departmental managers on various HR initiatives, including organizational reviews, workforce planning, recruitment strategies, and succession planning. This position will serve as a resource for Metro-North People-related policies and ensure consistent application across the business area. Additionally, the Manager HRBP will provide performance management guidance, assist with employee engagement initiatives, and conduct field visits to understand business challenges and provide actionable HR solutions. The role requires a proactive approach to identifying department needs and recommending solutions, as well as the ability to interact effectively with managers and employees at all levels. The Manager HRBP will also be responsible for initiating and approving HR transactions in PeopleSoft and conducting research to support the formulation of HR policies and programs.

Responsibilities

  • Implement integrated HR solutions, programs, and strategies across the MTA Agency.
  • Support day-to-day HR activities of assigned departments and develop strategic relationships with designated departments.
  • Assist with salary administration for non-representative positions, including updating job descriptions and preparing salary offers.
  • Implement HR policies and procedures, addressing cross-agency issues and providing employee benefits information.
  • Manage employee relations concerns, including performance improvement plans and disciplinary actions.
  • Collaborate with departmental managers on organizational reviews, workforce planning, recruitment strategies, and succession planning.
  • Serve as a resource for Metro-North People-related policies and ensure consistent application across the business area.
  • Provide performance management guidance and consultation to managers, including coaching and career development.
  • Assist with employee engagement initiatives to improve work relationships and increase job satisfaction.
  • Conduct field visits to understand business challenges and provide practical HR solutions.
  • Initiate and approve HR transactions in PeopleSoft.
  • Perform other duties as assigned.

Requirements

  • Bachelor's degree in a related field or equivalent combination of education and experience.
  • A minimum of five (5) years of blended Human Resources experience in compensation, employee relations, performance management, organizational structure, or employee benefits.
  • Practical working knowledge of at least two HR disciplines such as compensation, performance management, employee relations, or employee benefits.
  • Experience administering human resources programs and managing multiple responsibilities simultaneously.
  • Strong knowledge of corporate organizational structures and relevant state and federal laws affecting HR activities.
  • Effective verbal and written communication, negotiation, and conflict management skills.
  • Proven ability to build effective partnerships with department heads and managers.
  • Demonstrated proficiency in PeopleSoft (8.8 or above) or a similar HRIS system, and Microsoft Office Suite.

Nice-to-haves

  • Advanced Degree in Human Resources or related field (in progress or attained).
  • Certification in Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) (in progress or attained).

  • Eligible for telework one day per week after 30 days of hire.
  • Competitive salary range of $98,700 - $104,976.
