About the position

The Montgomery County Office of Human Resources (OHR) is seeking a seasoned and dynamic professional to fill the role of Division Chief, Talent Acquisition & Management. This position is critical in shaping the talent strategy of the organization, ensuring that the County attracts, hires, and retains top-tier professionals. The Division Chief will lead the development and execution of effective candidate sourcing strategies, workforce planning, and class plan updates to create a robust pipeline of qualified candidates across all levels and functions. This role is essential in enhancing the career experience of the workforce from onboarding to retirement, and it will have direct leadership responsibilities for the Recruitment & Selection and Classification & Compensation teams. As the Division Chief, you will be responsible for developing and implementing comprehensive strategies to attract and hire high-potential candidates. This includes utilizing innovative sourcing techniques and leveraging both traditional and digital platforms to speed up the time to fill positions. You will oversee a comprehensive review and update of the County's classification and pay practices, ensuring that the County remains competitive in attracting and retaining employees. The successful candidate will have proven leadership experience in delivering a comprehensive program that spans the full scope of talent acquisition and management, including recruitment, selection, classification, and compensation. In this role, you will need to demonstrate strong leadership and people management skills, with the ability to motivate and inspire a high-performing team. You will also need to possess extensive knowledge of current trends and best practices in employment, recruitment, classification, and compensation, as well as excellent communication and interpersonal skills to build relationships with stakeholders at all levels of the organization. The ability to thrive in a rapidly changing environment and adapt to shifting priorities while delivering results under pressure is essential for success in this position.

Responsibilities

  • Develop and implement comprehensive strategies to attract and hire high-potential candidates.
  • Utilize innovative sourcing techniques and leverage both traditional and digital platforms.
  • Speed the time to fill positions by collaborating with educational, non-profit, and governmental partners.
  • Oversee a comprehensive review and update of the County's classification and pay practices.
  • Lead the Recruitment & Selection and Classification & Compensation teams.

Requirements

  • Graduation from an accredited college or university with a bachelor's degree.
  • 7 years of progressively more responsible human resources or related experience.
  • Proven leadership experience in talent acquisition and management.
  • Broad experience leading performance improvements in talent acquisition.
  • Strong leadership and people management skills.
  • Knowledge of collective bargaining and labor relations practices.
  • Extensive knowledge of current trends and best practices in employment, recruitment, classification, and compensation.
  • Excellent communication and interpersonal skills.

Nice-to-haves

  • Experience applying comprehensive technical knowledge within an HR operational environment.
  • Working knowledge of labor and employment laws and legislation.
  • Experience providing executive level support to a director or senior official.
  • Experience working effectively with union representatives and community leaders.
  • Ability to communicate effectively both orally and in writing.
