About the position

The Manager II Technology Product Management (TPM) will lead an engineering team focused on delivering solutions for the Collections product team at Navy Federal. This role involves owning the product technology roadmap, collaborating with stakeholders to strategize and deliver technical products, and managing the full lifecycle of services with a focus on high complexity and medium to high service impact. The TPM will also partner with the Vendor Management Office for contract analysis and vendor selection, ensuring performance aligns with service level agreements (SLAs).

Responsibilities

  • Partner with Collections stakeholders, leadership, and Product Owners to deliver technology products and services supporting Navy Federal members and employees.
  • Lead engineering teams comprised of Navy Federal staff and contractors, including architects, engineers, analysts, testers, and scrum masters.
  • Establish measurable team Objectives and Key Results (OKRs) that align with enterprise priorities.
  • Evaluate the performance of individual contributors using OKRs, KPIs, and SLAs; ensure service levels are achieved.
  • Develop resource and training plans; manage capacity and budget of direct and aligned teams.
  • Build and maintain relationships with team members, management, and key stakeholders.
  • Pursue thought leadership opportunities and provide perspectives on technology strategy for internal stakeholders.
  • Perform other related duties as assigned.

Requirements

  • A master's or bachelor's degree in information technology, Computer Science, or a related field.
  • Knowledge of enterprise anchor platforms such as CACS X, Salesforce, Pega, MuleSoft, and Microsoft Dynamics.
  • Experience managing, mentoring, and developing professional staff.
  • Solid leadership skills with the ability to build high-performing teams and influence business partners.
  • Prior experience working on microservices and event-driven architecture.
  • Hands-on experience implementing in-depth security controls including OAuth 2.0 and JWT.
  • Technical knowledge in Azure Platform as a Service (PaaS), Azure Infrastructure as a Service (IaaS), and Azure Kubernetes Service (AKS).
  • Experience in cloud-native architectures and technologies (e.g., Containers, Continuous Integration and Delivery, API Management).
  • Understanding of Azure cloud application architecture using platform tools such as Azure Functions and Event Framework.
  • Advanced skill in defining and implementing action plans to achieve strategic goals.
  • Advanced knowledge of Agile frameworks (e.g., SAFE).
  • Experience in leading, guiding, and coaching professional staff.
  • Experience in resource allocation and management.
  • Advanced verbal and written communication skills.
  • Effective in producing desired results and achieving goals and objectives.
  • Experience in working with all levels of staff, management, stakeholders, and vendors.

Nice-to-haves

  • Knowledge of NFCU operations, processes, and procedures.
  • Experience with agile delivery frameworks and Azure DevOps.
  • Advanced knowledge of banking/financial industry standards and practices.
