About the position

The Manager of IT - HR App Development at Constellation is responsible for planning and managing resources, finances, scope, and services within the IT functional area to deliver business results. This role involves leading an agile software development team focused on HR applications, ensuring projects are completed on time and within budget while maintaining high-quality standards. The manager will also establish and enhance relationships with clients, oversee process improvements, and manage a budget for their area of responsibility.

Responsibilities

  • Manage an HR IT agile software development team to build high-quality solutions in partnership with Product Owners and Scrum Master.
  • Lead and manage IT staff and resources in accordance with IT Business Plan.
  • Plan and manage scope, schedule, and budget for defined deliverables in accordance with IT project management standards.
  • Lead and manage IT projects and associated system integrators to deliver projects of medium to high complexity.
  • Oversee process improvement efforts and ensure adoption of standard processes and procedures.
  • Establish, maintain, and enhance relationships with business and IT partners.
  • Communicate status to key stakeholders on a regular basis.
  • Evaluate performance and provide coaching for IT personnel.
  • Prepare and manage budget for area of responsibility.

Requirements

  • Bachelor's degree in Computer Science or related discipline.
  • Typically 8 to 10 years experience or equivalent combination of education and work experience.
  • Appropriate technical skills in agile (SCRUM) software development and management.
  • Experience with Azure DevOps and development technologies such as Python, Informatica, Apigee, and Dell Boomi.
  • Strong knowledge of business practices and processes.
  • Experience leading and managing IT projects or subteams.
  • Experience leading and managing technical personnel.
  • Strong judgment and excellent analytical ability.
  • Excellent communications skills and ability to work effectively with all levels of IT and business management and with vendors.
  • Experience managing budgets for functional area of responsibility.

Nice-to-haves

  • Graduate degree.
  • Proven track record of leading high performing agile teams.
  • Experience in development or configuration of HCM applications, particularly Oracle HCM and iCIMS Talent Cloud.
  • Ability to effectively share technical information and communicate technical issues and solutions to all levels of business.
  • Ability to work a flexible schedule based on department and Company needs.
  • Experience implementing process improvement initiatives and product assessments.
