About the position

The position at Mark Twain Medical Center involves overseeing the Clinical Laboratory services, ensuring high-quality service delivery while managing costs and operational efficiency. The role requires active participation in fulfilling the organization's mission and adherence to its core values. The individual will be responsible for budget planning, human resources management, performance improvement, regulatory compliance, and staff development.

Responsibilities

  • Direct and coordinate personnel in Clinical Laboratory services.
  • Ensure services are of the best quality, cost-contained, and carried out expeditiously.
  • Plan and forecast department budgets, including calculating FTEs and operating budget planning.
  • Manage human resources, including knowledge of union contracts and employee benefits.
  • Support the workers' compensation program and maintain department staffing and scheduling.
  • Analyze budget variances and submit corrective action plans as needed.
  • Identify critical success factors for the department and develop departmental goals.
  • Select and maintain competent personnel, track compliance with credentialing standards, and conduct employee evaluations.
  • Participate in performance improvement initiatives and demonstrate knowledge of the performance improvement process.
  • Communicate effectively with the Director, CFO, and hospital President, as well as interdepartmental peers and staff.
  • Assist with the selection and development of equipment and new tests based on hospital needs and regulatory requirements.
  • Counsel and discipline employees appropriately, following the union contract guidelines.
  • Identify educational needs of self and department employees and provide educational opportunities.
  • Develop practice standards and departmental performance indicators, reporting data and analysis appropriately.
  • Maintain contact with attending physicians and Lab Pathologists to address identified problems in a timely manner.
  • Ensure renewal and maintenance of CA (DHS) licensure, CLIA Certificate of Accreditation, and Joint Commission Accreditation.
  • Develop infection control policies and procedures and participate in relevant committees.

Requirements

  • Five years of experience as a clinical laboratory technologist or demonstrated ability to supervise and instruct laboratory personnel.
  • Bachelor's Degree in a relevant field.
  • Licensure as a Clinical Laboratory Scientist (CLS) required.
  • Demonstrated technical organizational knowledge in all areas of the laboratory.
  • Above-average judgment in handling personnel issues and technical solutions across laboratory areas.
  • High level of problem-solving skills and effective communication abilities.
  • Ability to perform mathematical calculations and prioritize work.

Nice-to-haves

  • Experience with regulatory requirements including Joint Commission and CMS standards, California DHS requirements, and OSHA guidelines.
  • Knowledge of data sources available including Ceridian, Allegra, Visionware, Care Data, and CHW Connect.
