About the position

The Manager of Behavioral Health (Human Services Specialist III) is responsible for the overall management of the Office of the Local Children's Board's behavioral health grant portfolio. This role involves managing both county and state-funded programs aimed at expanding equitable access to comprehensive behavioral health services for children and families in Howard County. The manager will direct service delivery to children and families while fostering collaborative relationships with public and private sector partners. This position also entails developing and monitoring the annual budget, overseeing the grant process, and ensuring governance compliance. The manager will establish and maintain Memorandums of Understanding (MOUs) with key agencies and evaluate program outcomes while overseeing fiscal and program reporting. This position will oversee a team of employees, providing leadership and guidance in the execution of their duties. In addition to managing the grant portfolio, the manager will lead the Local Children's Board Behavioral Health Workgroup, coordinating stakeholder meetings to ensure alignment and advance program goals. The role requires a strong focus on compliance with grant requirements and fiscal responsibility, ensuring that all documentation is submitted accurately and on time. The manager will also participate in the Office leadership team, providing policy analysis support when applicable and engaging in Office-led events and activities. The position may require participation in Emergency Management activities, including work outside of normal business hours. This role is critical in ensuring that the behavioral health needs of children and families in Howard County are met through effective program management and collaboration with various stakeholders.

Responsibilities

  • Leads the overall management of Office of the Local Children's Board behavioral health grant portfolio.
  • Develops and maintains collaborative relationships with public and private stakeholders.
  • Coordinates Local Children's Board Behavioral Health Workgroup.
  • Facilitates stakeholder meetings to ensure alignment and advance program goals.
  • Directs the grant process and monitor compliance with all associated requirements.
  • Develops and manages grant budget, ensuring fiscal responsibility and resource optimization.
  • Evaluates program outcomes through consistent monitoring and assessment, adapting strategies as necessary to meet objectives.
  • Oversees fiscal and program reporting, ensuring submission of all required documentation.
  • Serves as a member of the Office leadership team, providing policy analysis support when applicable.
  • Supports Office-led events and engagement activities.
  • Participates in activities related to Emergency Management as requested, including work outside normal business hours.

Requirements

  • Bachelor's degree and minimum of three (3) years' related experience or an equivalent combination of education and experience.
  • Proven leadership experience in a behavioral health or similar healthcare setting.
  • Experience with and commitment to addressing racial inequity.
  • Experience with grant management and budget oversight.
  • Supervisory and or management experience.
  • Ability to establish and maintain effective working relationships with all levels of staff within the Department, other departments of County Government, community partners and vendors.
  • Strong interpersonal skills, excellent oral and written communication skills and the ability to work well with an ethnically diverse population.
  • Strong computer proficiency especially with Microsoft Office (Word, Excel, PowerPoint), database management and spreadsheet applications necessary.
  • Proficiency in virtual platforms and use of technology for human services delivery.
