About the position

The Manager of Compensation & Analytics at BART is responsible for overseeing the Classification & Compensation Division and the Human Resources Information Systems (HRIS) Division. This role involves managing the development, implementation, and administration of compensation programs, as well as ensuring the accuracy and efficiency of HRIS operations. The position requires strong analytical skills to provide insights for labor relations and human resources initiatives, and it plays a critical role in supporting the Deputy Director of Human Resources and the Director of Human Resources.

Responsibilities

  • Manage and evaluate the work of the Classification & Compensation Division and HRIS Division.
  • Develop and administer comprehensive compensation programs to attract and retain qualified employees.
  • Oversee job evaluation processes and ensure accurate classification and alignment with compensation policies.
  • Manage HRIS planning, implementation, and position control processes for data accuracy.
  • Collaborate with IT and stakeholders to enhance HR system functionality.
  • Provide data-driven insights for labor negotiations and operational evaluations.
  • Conduct compensation studies and prepare financial reports for management.
  • Advise employees and management on classification, compensation, and HRIS matters.
  • Serve as a liaison for classification, compensation, and HRIS issues with other departments and external organizations.
  • Monitor compliance with labor laws and evaluate impacts of new legislation on policies.

Requirements

  • Bachelor's degree in human resources, business administration, public administration, or a related field.
  • Five years of professional human resources experience in classification and compensation or HRIS, including two years of supervisory experience.

Nice-to-haves

  • Experience in public sector human resources administration in a unionized environment.
  • Familiarity with Microsoft Excel for data analysis.
