The Procurement Manager is responsible for overseeing the department, planning and directing to ensure the overall objectives of procuring all goods and services are met at or below budgets in a timely and quality manner to support project schedule requirements. This role is crucial in managing the procurement process to ensure that the company’s operational needs are met efficiently and effectively. The Procurement Manager will manage the department resources to effectively meet the Company's procurement requirements, including the assignment of commodities to Buyers. This includes reviewing and approving procurement strategies and plans for all commodities, ensuring that all procurement tools are utilized to the fullest extent, such as reverse auctions, group contracts, leverage buying, and global sourcing. The manager will also develop and maintain accurate spend forecasts to support these strategies. In addition, the Procurement Manager will support the proposal and estimating teams by providing current market pricing for all project-related commodities, including escalation provisions, and will participate in final price reviews as required. The role also involves reviewing and approving bid tabs and Purchase Orders prepared by Commodity Buyers in accordance with Department procedures and the Company Approval Matrix. Furthermore, the manager will provide support to the Project Teams related to Supplier problems and issues, such as warranty, back charge resolution, quality, schedule delays, and invoicing.

Responsibilities

  • Manage the department resources to effectively meet the Company's procurement requirements, including assignment of commodities to Buyers.
  • Review and approve procurement strategies/plans for all commodities.
  • Ensure all procurement tools are being utilized to the fullest extent by developing and maintaining accurate spend forecasts.
  • Support the proposal/estimating teams by providing current market pricing for all project related commodities, including escalation provisions.
  • Participate in final price reviews if required.
  • Review and approve bid tabs and Purchase Orders prepared by Commodity Buyers in accordance with Department procedures and Company Approval Matrix.
  • Provide support to the Project Teams related to Supplier problems/issues, including warranty, back charge resolution, quality, schedule delays, and invoicing.

Requirements

  • B.S. in Business Administration/Management; M.B.A or advanced business courses is a plus.
  • CPM preferred or 8 plus years of purchasing experience in the power or oil & gas industry with a minimum of 5 years of management experience.
  • Excellent team leader, highly organized, motivated, detailed oriented, analytical, assertive, and an excellent communicator.
  • Ability to provide clear instructions and interact with all disciplines and levels of employees.
  • General technical knowledge of ASME materials and heat exchanger product lines; experience with large capital procurement.
  • Knowledge of international/domestic supplier sourcing techniques, supplier qualifications, and transportation logistics.
  • Excellent people skills, negotiation, buying techniques, and clear understanding of economics.
  • Risk mitigation, problem solving techniques, and decision making skills.
  • Computer literate with experience in Microsoft Word, Excel, and PowerPoint.
