About the position

The Manager of Rail Systems oversees all components of the Utah Transit Authority's rail infrastructure, including light rail, commuter rail, and streetcar systems. This role involves directing subordinate managers in the daily operations and administration of rail traction power substations, overhead catenary systems, and signal control systems. The manager is responsible for developing and enforcing standard operating procedures focused on proactive maintenance, ensuring compliance, and maintaining a long-term maintenance plan that aligns with industry standards and best practices. Additionally, the manager assists in budget planning for major systems projects and oversees contractor selection while promoting positive employee engagement and adherence to UTA's core values.

Responsibilities

  • Manage all system components of the UTA rail infrastructure including light rail, commuter rail, and streetcar.
  • Direct subordinate managers in daily operations and administration of rail traction power substations, overhead catenary, and signal control systems.
  • Develop and enforce standard operating procedures with a focus on proactive preventative maintenance activities.
  • Conduct regular reviews to ensure compliance with SOPs.
  • Develop and maintain a long-term maintenance plan incorporating best industry standards and asset management practices.
  • Assist in developing budgets and planning for major systems projects.
  • Oversee the selection of contractors for project work.
  • Promote positive employee engagement and conduct labor and employee relations activities.

Requirements

  • Bachelor's degree in Mechanical, Industrial, Electrical, Electronic Engineering or related field.
  • Seven years of management experience in design review, maintenance, testing, and implementation of rail systems.
  • At least two years of project management experience including budgeting, scheduling, change order, and contract management.
  • Experience working in a union environment with knowledge of Collective Bargaining Agreements preferred.
  • Valid Utah driver's license with specific driving record requirements.
  • Strong working knowledge of signal systems, Traction Power Substations, Overhead Catenary System, and industry procedures.

Nice-to-haves

  • Experience with Federal Railroad and Federal Transit Administration rules and guidelines.
  • Intermediate proficiency in MS Word, Excel, and PowerPoint.
  • Experience in electronic, electrical, and mechanical systems theory.
