About the position

The Manager of Talent Acquisition and Licensure plays a crucial role in the Human Resources Division of Waukegan Community Unit School District No. 60, which serves nearly 15,500 students from preschool through grade 12. This position is responsible for managing the recruitment, onboarding, licensure, and retention of talent throughout the District. Reporting directly to the Director of Human Resources Integrated Automation Services and Procedures, and indirectly to the Associate Superintendent of Human Resources, the Manager ensures compliance with all Federal and State employment laws and regulations, including Board of Education Policies and the Illinois School Code. In this role, the Manager will assist in the continuous review and evaluation of hiring procedures, process systems, and policies, identifying opportunities for improvement in candidate quality, diversity, cycle time, policy compliance, and cost per hire. The Manager will also provide guidance and support to the Human Resources Support Staff, organize and implement annual local recruitment fairs, and maintain networking relationships with neighboring colleges and universities. Additionally, the Manager will supervise clerical employees, act as a liaison with the Illinois State Board of Education, and assist potential staff members in applying for a Professional Educator License (PEL). The position requires maintaining updated employee licensure and seniority records, evaluating official transcripts, and ensuring compliance with licensure requirements. The Manager will oversee the District's electronic application system, coordinate the implementation of the time and attendance component of the iVisions system, and manage various audits and compliance checks. This role also involves completing special projects as assigned and maintaining professional goals that align with District initiatives. Overall, the Manager of Talent Acquisition and Licensure is essential in fostering a high-performance culture within the District, ensuring that all hiring practices are effective, equitable, and aligned with the District's mission to provide quality education to all students.

Responsibilities

  • Manage the recruitment, onboarding, licensure, and retention of talent throughout the District.
  • Ensure compliance with all Federal and State employment laws and regulations, including Board of Education Policies and Illinois School Code.
  • Assist in the continuous review and evaluation of hiring procedures, process systems, and policies.
  • Identify opportunities for improving the hiring process, including candidate quality, diversity, cycle time, policy compliance, and cost per hire.
  • Provide guidance and support to the Human Resources Support Staff.
  • Organize, schedule, and implement annual local recruitment fair activities.
  • Write and place advertisements for classified and non-classified staff members.
  • Maintain networking relationships with neighboring college and university placement offices and other organizations.
  • Attend neighboring college and university recruitment fairs as directed.
  • Prepare and distribute recruitment brochures as needed.
  • Supervise and evaluate clerical employees in Position Control and Fingerprinting/Mailroom.
  • Update the District's recruitment brochure annually.
  • Act as liaison between the District and the Illinois State Board of Education (ISBE) and the Regional Office of Education (ROE).
  • Assist potential staff members in the application process for a Professional Educator License (PEL).
  • Maintain updated employee licensure and seniority in iVisions.
  • Evaluate official transcripts when onboarding, transferring, and issuing employee contracts.
  • Obtain necessary information to recommend/process building assignments and transfers.
  • Research and provide recommendations and data to administer personnel policies.
  • Maintain and provide necessary records and assist in preparation of various state and local reports.
  • Oversee and maintain the District's electronic application system for job postings.
  • Coordinate the implementation, training, and maintenance of the time and attendance component of the iVisions system.
  • Oversee and maintain Verifent verifications to maintain compliance with legal requirements.
  • Maintain, prepare, and manage yearly Regional Office of Education (ROE) audit.
  • Oversee and maintain Docusign system and forms.
  • Assist with project management as required.
  • Oversee pre-employment District tests as required.
  • Identify and resolve problems in a timely manner, gathering and analyzing information skillfully.
  • Communicate clearly in various situations and conduct productive meetings.
  • Complete special projects assigned by the Director of Human Resources and the Associate Superintendent of Human Resources.

Requirements

  • Baccalaureate Degree in Business or Human Resources Management required.
  • Master's Degree preferred.
  • Minimum of 5 years of Business Management or Human Resources experience required.
  • Experience and understanding of personnel practices.
  • Understanding of public entity human resource management and position control preferred.
