About the position

The City of Rochester is seeking a qualified candidate for the position of Manager of Utility Fleet and Facility Services within Rochester Public Utilities (RPU). RPU is the largest municipal utility in Minnesota, serving over 57,000 electric customers and 41,000 water customers across a 60 square mile area, with annual revenues nearing $161 million. The Manager will provide strategic and technical oversight for the Facilities and Fleet sections, ensuring effective maintenance and planning for all properties, vehicles, and equipment utilized by RPU. This role requires independent judgment and discretion in managing the lifecycle of facilities and fleet assets, ensuring they are properly specified, selected, acquired, operated, and maintained to meet the needs of the organization and its customers. The Manager will also be responsible for the physical security of RPU facilities and will lead a team of staff, consultants, and contractors, emphasizing safety and compliance with regulations. The Manager will oversee major facility and fleet projects, managing them throughout their lifecycle from identification to completion. This includes directing architects and engineers, obtaining pricing through procurement processes, and ensuring all work adheres to RPU safety procedures. Additionally, the Manager will establish best practices for facility management, develop operational plans, and ensure timely fulfillment of service requests. The role also involves supervising maintenance and repair functions for vehicles and equipment, maintaining a replacement plan, and ensuring that the fleet is equipped to meet departmental needs. As a member of the RPU security team, the Manager will oversee the implementation of physical security measures and ensure compliance with NERC regulations. Budget management is also a key responsibility, requiring the development of lifecycle-based plans and the management of cost center budgets. The Manager will foster a collaborative leadership style, encouraging teamwork and professional growth among staff, and will be involved in recruitment and hiring processes to maintain a diverse workforce. This position is essential for ensuring that RPU operates efficiently and effectively, providing high-quality services to the community.

Responsibilities

  • Manage major facility and fleet projects throughout their lifecycle.
  • Identify improvement and replacement projects using various reports, plans, and assessments.
  • Direct architects, engineers, and other consultants in the design and development of project plans and specifications.
  • Obtain pricing through best value procurement or quote/bid process.
  • Review and evaluate proposals or bids, and recommend contractual arrangements.
  • Direct vendors, consultants, and other professionals in the design and development of project plans and specifications.
  • Ensure all work is completed in accordance with RPU safety procedures.
  • Establish and maintain best practice and standard operating procedures related to Facility Management responsibilities.
  • Develop short- and long-term operations and maintenance activities and ensure costs are appropriately included in the budget process.
  • Ensure service requests are fulfilled in a timely and efficient manner.
  • Provide direction and leadership over contracted services.
  • Implement best practices to measure performance, improve efficiency, reduce costs, and apply continuous improvement methods.
  • Monitor and report appropriate corrective and preventative measures.
  • Provide general supervision of the maintenance and repair function.
  • Maintain the Vehicle and Equipment replacement plan.
  • Fully utilize the work management process and tools.
  • Ensure that fleet is maintained and equipped to safely serve the needs of departments using them.
  • Serve as a member of the RPU security team in the role of Physical Security Officer.
  • Oversee the development, implementation, operation, and maintenance of physical security measures and procedures for compliance with NERC regulations and best practices.
  • Develop and maintain life cycle-based plans and budgets.
  • Manage cost center budgets to achieve planned outcomes.
  • Manage facility condition assessments and use them to inform capital planning efforts.
  • Foster a collaborative leadership style that encourages teamwork and promotes staff initiative.
  • Provide leadership and direction in the development and evaluation of assigned departmental staff.
  • Develop and implement effective employee coaching and performance management strategies.
  • Create expectations and outcomes for employees to work collaboratively with other City department staff, public agencies, customers, and the community.
  • Oversee the recruitment, hiring, and orientation processes for new employees.
  • Partner with Human Resources professionals to resolve employment/labor relations issues.

Requirements

  • Bachelor's degree in civil, mechanical or industrial engineering; construction management; facilities management or a closely related field of study.
  • Three (3) years of progressively increasing Facility and Fleet experience in a Utility, Public Works, or large organization environment.
  • At least two (2) years in a supervisory capacity.
  • Valid driver's license.
