About the position

The Manager of Park Operations is responsible for overseeing the direction and coordination of assigned parks, work units, and functional areas within the Metro Parks system. This role involves managing the operations of these parks, ensuring that goals and commitments are met, and holding employees accountable for their work. The manager will work closely with Metro Parks' Directors to enhance operational systems, plans, processes, and policies that align with the organization's mission and core values. In this position, the manager will actively collaborate with employees and external organizations to deliver high-quality services while advocating for best practices. The role includes supervising Park Managers, Work Unit Supervisors, and other staff, which entails scheduling, conducting performance evaluations, approving leave, and administering disciplinary actions. The manager will also be responsible for creating a positive work environment and promoting employee recognition programs. The manager will play a strategic role in establishing goals, priorities, and operating procedures for both the overall Metro Parks system and specific assigned areas. This includes assisting in the preparation of the annual operations budget, evaluating budget requests, and monitoring expenditures. The manager will also coordinate special events, respond to emergencies, and ensure compliance with safety practices and procedures. Additionally, the manager will be involved in recruitment processes, training staff, and addressing employee grievances. The position requires strong decision-making skills, the ability to analyze data for policy improvements, and effective communication with various stakeholders. The manager will also be expected to represent Metro Parks at public functions and participate in professional development opportunities.

Responsibilities

  • Accountable for the operation of assigned parks, work units, and employees.
  • Establish and meet goals and levy promises; hold assigned employees accountable for work product.
  • Assist in improving operations systems, plans, processes, and policies in support of Metro Parks' mission.
  • Actively partner with employees and organizations in the delivery of Metro Parks' services.
  • Manage and supervise Park Managers, Work Unit Supervisors, and other assigned employees.
  • Conduct performance appraisals, approve leave/time-off, and administer disciplinary action.
  • Develop and implement programming/processes to ensure a positive work environment.
  • Assess situations with limited information and use independent judgment to resolve issues.
  • Assist with the establishment of goals, priorities, operating procedures, and work standards.
  • Prepare annual operations budget and provide input into capital improvements budget.
  • Monitor parks and work unit expenditures; review and approve invoices.
  • Coordinate special events and multi-park efforts including permits and personnel.
  • Serve as on-call assistance for park district emergencies.
  • Evaluate maintenance, ranger, outdoor adventure, education, and other operations for improvement.
  • Coordinate ranger operations with local courts and enforcement agencies.
  • Assist with training for all staff and specialized training for commissioned staff.
  • Serve in the line of appeal for employee grievances and resolve concerns.
  • Analyze data to determine necessary changes to policies and procedures.
  • Promote Metro Parks through public contact and represent at various functions.

Requirements

  • Bachelor's Degree in Parks & Recreation, Natural Resources or related field, or equivalent experience.
  • Considerable experience in park management, including management of employees and daily operations.
  • Possession of valid Ohio Peace Officer Training Certificate within twelve months of appointment.
  • Possession of valid standard first aid and CPR cards within six months of appointment.
  • Valid Ohio driver license with an insurable driving record.
  • Demonstrated experience using computers, web-based programs, and Microsoft Office products.
  • Strong counseling, mediation, and conflict resolution skills.
  • Strong management, communication, and organizational skills.
