About the position

The Manager of Payroll at the Delaware River Port Authority is responsible for overseeing the payroll process for both DRPA and PATCO. This includes ensuring accurate and timely payroll calculations, managing payroll staff, and ensuring compliance with all relevant regulations. The role requires collaboration with various departments to manage special pay calculations, oversee tax payments, and respond to employee inquiries regarding payroll. The position also involves troubleshooting payroll software and ensuring the accuracy of employee records.

Responsibilities

  • Manage the payroll staff and oversee the in-house payroll process to ensure timely and accurate weekly payments.
  • Manage calculations for special pay such as union dues, legal settlements, and salary adjustments in coordination with HR and other departments.
  • Oversee the calculation and payment of federal, state, and local taxes, ensuring compliance with applicable laws.
  • Work with benefits to ensure accuracy of employee contributions to benefit plans and manage payments to insurance providers.
  • Ensure accurate leave balances for employees and provide documentation for audits.
  • Respond to management and employee questions about pay and resolve issues according to policies.
  • Prepare journal entries and conduct research to correct payroll issues.
  • Prepare reports on payroll-related information for HR and senior management.
  • Supervise payroll administrators, plan and delegate work, and conduct performance reviews.
  • Collaborate with IS on systems changes and technical problem resolution.

Requirements

  • Bachelor's degree in accounting or related field or 3 years practical experience as a payroll manager.
  • At least 7 years of in-house payroll experience.
  • At least 2 years of general accounting experience.
  • Proven expertise in handling detailed and complex payroll calculations and reconciliations.
  • Advanced knowledge of computer data processing, spreadsheet software, and word processing software.
  • Two or more years of managerial/supervisory experience.
  • At least 2 years of experience using ERP software.

Nice-to-haves

  • At least 4 years of general accounting experience.
  • Four or more years of managerial/supervisory experience.
  • Intermediate or higher knowledge of using MS Excel (pivot tables, links, lookups).
  • At least a year of SAP (ECC/ESS or S/4Hana) specific experience using payroll modules.
