About the position

The Manager, Payroll position is responsible for overseeing the payroll process for both DRPA and PATCO, ensuring accurate and timely payment to employees. This role involves managing payroll staff, ensuring compliance with tax regulations, and addressing employee inquiries related to payroll. The position requires collaboration with various departments to manage payroll calculations, benefits payments, and reporting, while also ensuring adherence to internal policies and external regulations.

Responsibilities

  • Manage the payroll staff and oversee the in-house payroll process to ensure timely and accurate weekly payments to employees.
  • Manage calculations for special pay such as union dues, legal settlements, and salary adjustments in coordination with HR and other departments.
  • Oversee the calculation and payment of federal, state, and local taxes, ensuring compliance with applicable laws and regulations.
  • Work with benefits to ensure accuracy of employee and employer contributions to benefit plans and manage payments to insurance providers.
  • Ensure accurate leave balances for employees and provide documentation for audits.
  • Respond to management and employee questions about pay and resolve issues according to policies and guidelines.
  • Prepare journal entries, reverse incorrect postings, and conduct research to correct payroll issues.
  • Prepare reports on payroll-related information for HR, senior management, and the Board of Commissioners.
  • Supervise payroll administrators, manage staff compliance with policies, and conduct performance reviews.
  • Collaborate with IS on systems changes and upgrades, and resolve technical problems related to payroll software.
  • Participate in maintaining a safe work environment by recognizing and reporting hazards.

Requirements

  • Bachelor's degree in accounting or related field OR 3 years practical experience as a payroll manager.
  • At least 7 years of in-house payroll experience.
  • At least 2 years of general accounting experience.
  • Proven expertise in handling detailed and complex payroll calculations and reconciliations.
  • Advanced knowledge of computer data processing, spreadsheet software, and word processing software.
  • Two or more years of managerial/supervisory experience.
  • At least 2 years of experience using ERP software.

Nice-to-haves

  • At least 4 years of general accounting experience.
  • Four or more years of managerial/supervisory experience.
  • Intermediate or higher knowledge of using MS Excel (pivot tables, links, lookups).
  • At least a year of SAP (ECC/ESS or S/4Hana) specific experience using payroll modules.
