About the position

The Payroll Manager position at the Metropolitan Transportation Authority (MTA) is responsible for overseeing payroll operations for all MTA agencies, ensuring compliance with federal, state, and local regulations. This role involves managing a team, coordinating payroll processing, and maintaining relationships with external auditors and government agencies. The manager will also focus on improving payroll systems and processes while ensuring timely and accurate payroll disbursements for approximately 70,000 employees.

Responsibilities

  • Select, develop and motivate personnel within the department.
  • Provide career development for subordinates and effective coaching and counseling.
  • Manage and ensure the timely and accurate payment of payroll for MTA employees.
  • Oversee weekly or bi-weekly disbursement of payroll withholdings, including garnishments, benefits, and taxes.
  • Process Gross Wage Increases and Retro-active Wage Adjustments as per Collective Bargaining Agreements.
  • Prepare and file employer tax returns, including W2's and 941's.
  • Analyze payroll, benefits, and tax procedures to recommend and implement changes for compliance.
  • Collaborate with HR, IT, and other departments for payroll system updates.
  • Assist with government and internal audits regarding compliance issues.
  • Evaluate system performance to identify problems and recommend solutions.

Requirements

  • Bachelor's degree in Business, Transportation, Public Policy, or a related field.
  • Minimum 5 years of related experience in a payroll production environment.
  • Prior supervisory or demonstrated leadership ability.
  • Strong working experience of payroll tax at federal, state, and local levels.
  • Proficiency in Microsoft Office Suite, especially Excel, PowerPoint, and Outlook.

Nice-to-haves

  • Master's degree in a related field.
  • Experience managing and monitoring employees.
  • Prior experience in a large, multi-faceted organization or governmental body.
  • Attainment of specific functional licenses or certifications in the area of specialty.
  • Familiarity with MTA's policies and procedures.
