About the position

The Payroll Manager position at MTA is responsible for overseeing payroll operations for all MTA agencies, ensuring compliance with federal, state, and local regulations. This role involves managing a team, coordinating payroll processing, and maintaining relationships with external auditors and agencies. The manager will also analyze payroll procedures and implement necessary changes to improve efficiency and accuracy.

Responsibilities

  • Select, develop and motivate personnel within the department.
  • Manage and ensure the timely and accurate payment of payroll for 70,000 MTA employees.
  • Guarantee weekly or bi-weekly disbursement of payroll withholdings including garnishments, benefits, and taxes.
  • Process Gross Wage Increases and Retro-active Wage Adjustments as per Collective Bargaining Agreements.
  • Prepare and file employer tax returns including W2's and 941's.
  • Analyze payroll, benefits, and tax procedures to recommend and implement changes for compliance.
  • Partner with HR, IT, and other departments to implement payroll system updates.
  • Assist with government and internal audits and compliance inquiries.
  • Evaluate system performance to identify problems and recommend solutions.
  • Other duties as assigned.

Requirements

  • Bachelor's degree in Business, Transportation, Public Policy, or a related field, or equivalent experience.
  • Minimum 5 years of experience in a payroll production environment.
  • Prior supervisory or demonstrated leadership ability.
  • Working experience of payroll tax at federal, state, and local levels.
  • Strong organizational, analytical, and problem-solving skills.
  • Ability to perform quality assurance and/or audit.
  • Working knowledge of PeopleSoft or related database software.
  • Strong interpersonal and communication skills.
  • Ability to handle sensitive situations with confidentiality.
  • Demonstrated ability to manage professional and technical staff.

  • Master's degree in a related field.
  • Experience managing and monitoring employees.
  • Prior experience in a large, multi-faceted organization or governmental body.
  • Attainment of specific functional licenses or certifications in specialty area.
  • Familiarity with MTA's policies and procedures.
  • Familiarity with MTA's collective bargaining procedures.
