About the position

Harris County Public Health (HCPH) is seeking a Manager for PHP Operations to lead the development and coordination of an all-hazards approach to public health emergency preparedness and response activities. This role is crucial in ensuring that HCPH effectively responds to various public health emergencies, including natural disasters, disease outbreaks, and bioterrorism events. The incumbent will work under the supervision of the Associate Director of the Public Health Preparedness & Response Division (PHPRD) and will be responsible for overseeing operational staff, including the SNS Coordinator, Training & Exercise Coordinator, Chemical Planner, and Industrial Hygienist. The Manager will develop and implement strategies that align with the Integrated Preparedness Plan (IPP) and ensure compliance with national and state requirements. The position requires a proactive leader who can analyze policy information, develop tactical public health emergency planning activities, and facilitate a coordinated response to emergencies. The Manager will also be involved in community assessments before and after disasters, ensuring that HCPH is prepared to meet the health needs of the approximately 2.3 million residents in unincorporated Harris County. This role demands exceptional project management skills, the ability to foster teamwork in a diverse environment, and a commitment to health equity and innovation in public health practices. In addition to the core responsibilities, the Manager will be expected to handle special tasks related to emergency events and support training and exercises. The position is full-time, with extended hours from Monday to Friday, and may require occasional travel across Harris County to collaborate with community partners. The work environment is primarily office-based but will involve adapting to fast-paced and evolving emergency situations. The incumbent must be able to work under pressure and maintain effective communication with both public and staff members.

Responsibilities

  • Develop and implement overall strategy and goals for public health emergency preparedness and response activities.
  • Coordinate and facilitate tactical strategies for public health emergencies, including bioterrorism events and disease outbreaks.
  • Oversee operational staff and ensure effective programmatic activities.
  • Develop policies and procedures to facilitate response operations.
  • Conduct community assessments before and after disasters to evaluate public health needs.
  • Support training and exercises related to emergency preparedness and response.
  • Analyze policy information to ensure compliance with national and state requirements.

Requirements

  • Bachelor's Degree from an accredited college or university in Emergency Management, Public Health, Healthcare, Public Administration, Project Management or a related field of study.
  • At least three (3) years of experience in public health, epidemiology, healthcare, EMS or emergency management, with at least one (1) year in a supervisory capacity.
  • Proficient in MS Office Suite (Word, Excel, PowerPoint, Outlook).
  • Proficient with Human Resources Information Systems (PeopleSoft).
  • Excellent communication skills (verbal & written).
  • Ability to establish and maintain effective working relationships and foster teamwork in a diverse environment.
