About the position

The US Business represents 60% of company earnings and is viewed as a primary growth engine for MetLife. This role will primarily support the US Group Benefits Business as a development manager. The development manager will be responsible for the team executing on multiple technology initiatives focused on improving and supporting Group Benefits - Enrollments, including various interfaces. With support from the business, this role will create and execute a multi-year roadmap to modernize mainframe applications that support this area. The development manager will have the responsibility to develop and upskill our engineering talent to support mainframe modernization, API enablement, and delivery of complex projects. This role will be critical in shifting the culture to be more engineering-focused, building the talent in-house, and modernizing our technology through DevSecOps capabilities using an agile delivery model. Initially, this role will focus on the Eligibility processing within the Group Benefit IT ecosystem and will lead technical teams of 20+ resources, including employees and onshore/offshore partner teams. The manager will be responsible for the modernization of the mainframe and data-transfer applications through API enablement, MIPS optimization, re-hosting to cloud, and rewriting applications in modern technologies. The role requires partnering with all stakeholders for smooth execution of Group Insurance annual member enrollments and participating actively in strategic planning, BPRs, and business-technology roadmaps for improving operational and technology objectives and key results. The development manager will create solutions and POCs to help improve business processes and legacy modernization, influence business with emerging technology trends and capabilities that align with the product portfolio, and demonstrate a deep understanding of the business's way of working to solve challenges by leveraging technology. The role also involves leading product software delivery through continuous focus on software development and maintenance metrics and KPIs, advocating user-centric design and agile development life cycle, and enabling productivity by fostering cross-team communication, empowerment, and accountability. Additionally, the manager will partner with Audit, Application Security, and Architecture to plan through potential risks associated with product and/or processes, ensuring the team has the technical competencies to meet the product capability needs aligned to the customer.

Responsibilities

  • Lead technical teams of 20+ resources, including employees and onshore/offshore partner teams.
  • Modernize the mainframe and data-transfer applications through API enablement, MIPS optimization, re-hosting to cloud, and rewriting applications in modern technologies.
  • Partner with stakeholders for smooth execution of Group Insurance annual member enrollments.
  • Participate in strategic planning, BPRs, and business-technology roadmaps for improving operational and technology objectives and key results.
  • Create solutions and POCs to improve business processes and legacy modernization.
  • Influence business with emerging technology trends and capabilities that align with the product portfolio.
  • Demonstrate understanding of the business's way of working to solve challenges using technology.
  • Lead product software delivery through focus on software development and maintenance metrics and KPIs.
  • Advocate user-centric design and agile development life cycle.
  • Enable productivity by fostering cross-team communication, empowerment, and accountability.
  • Partner with Audit, Application Security, and Architecture to plan for potential risks associated with product and/or processes.
  • Ensure the team has the technical competencies to meet product capability needs aligned to the customer.
  • Full people management responsibility for the direct product team including hiring, firing, promotions, performance, career and compensation management, and training & development.
  • Establish and enforce best practices in software development including code management, security, currency, performance, testing, DevOps practices, application maintainability, and reliability.

Requirements

  • 7+ years' experience as a leader in Software development engineering.
  • 5+ years of leadership experience in agile or lean software development, architecture, and platform engineering teams.
  • Strong communication skills with the ability to convert complex Technical/Technology concepts into contextual stories for business stakeholders and executive leadership.
  • Experience managing effective teams through development opportunities, recognition, and feedback for both onshore and offshore teams.
  • Proven track record of delivering successful world-class, large-scale, performance-critical multimillion-dollar software projects on time, on budget, and with quality and security.
  • Experience in an agile/iterative life cycle development process with direct Business Owner partnership.
  • Experience delivering continuous cycle solutions and enhancements, with demonstrated success to support demanding service level agreements.
  • Cross-functional leadership: organize, motivate, and lead those outside of the team.
  • Ability to create technical designs and other technical documents.

Nice-to-haves

  • SAFe Certified.
  • DevOps practices for CI/CD, release management, and automation using Azure DevOps or equivalent.
  • Ability to guide teams in detailed analysis, pattern recognition, and diagnosis of issues.
  • 3+ years' experience in managing technology for group insurance's business.
  • Bachelor's degree in computer science, Computer Engineering, Information Systems or related field.
