About the position

Rapiscan Systems, an OSI Systems Company, is seeking a Program Finance Manager based out of Billerica, MA. This role is crucial in establishing a partnership with the business team to steer programs towards targeted financial goals such as revenue, profitability, and cash flow. The Program Finance Manager will provide financial leadership to the Cargo & Solutions Program Finance function, ensuring that processes are in place for the successful management, execution, and reporting of project financials. The individual will be responsible for effectively communicating financial impacts to Senior Management and will support various programs/projects across Rapiscan and S2 Global companies. The Program Finance Manager is expected to lead the Program Finance function, which includes managing finance personnel and establishing processes to proactively manage and report on program financials. This role requires the ability to communicate key financial impacts to management to facilitate sound business decision-making. The manager will support the monthly forecast process by preparing accurate product line sales and gross margin forecasts at the program level, and will be responsible for analyzing monthly product line financials with a focus on gross margin accuracy. Additionally, the manager will lead the finance team in completing monthly Estimates at Completion (EACs), reporting, and program reviews, while providing financial briefings to Business and Finance Leadership teams. The position also involves supporting contracts by providing information for customer inquiries, maintaining Sarbanes Oxley compliance requirements, and ensuring financial compliance and cost controls across various US Government and commercial contracts. The candidate must be willing to work closely with program teams and other functional organizations to achieve team objectives, demonstrating adaptability in a fast-paced environment. Responsibilities

  • Lead the Program Finance function including management of Finance personnel.
  • Establish and drive processes to proactively manage and report on program financials and communicate key financial impacts to management.
  • Support monthly forecast process through preparation of accurate product line sales and gross margin forecasts at program level.
  • Analyze monthly product line financials with a focus on gross margin accuracy.
  • Lead Finance team for completion of monthly Estimates at Completion (EACs), Reporting and Program Reviews.
  • Provide financial briefings to Business and Finance Leadership teams.
  • Support contracts by providing information for customer inquiries such as program actuals, invoice backup or expenditures profiles.
  • Support and maintain various Sarbanes Oxley compliance requirements.
  • Ensure financial compliance and cost controls across various US Government and commercial contracts.

Requirements

  • BA in Finance or Accounting.
  • 10+ years of program accounting/finance experience with a focus on the preparation of estimates-to-complete (ETC) and estimate-at-completion (EAC).
  • Extensive knowledge of financial costing/pricing, reporting, and invoicing requirements for multiple types of US Government contract vehicles (Time & Materials, Cost Plus Fixed-Fee, Firm-Fixed Price, hybrid).
  • Strong business acumen and understanding of program operations and their implications for financial performance.
  • Strong analytical and consulting skills.
  • Strong interpersonal awareness to work with various personalities at multiple levels of the organization.
  • Strong written and verbal skills with the ability to present complex information succinctly to management.
  • Flexibility and willingness to deal with a wide range of work assignments.
  • Ability to work through problems with minimal supervision.
  • Demonstrated ability to prioritize concurrent requirements and accommodate numerous stakeholders.
  • Experience cross-training and supervising personnel.
  • Knowledge of key financial systems and tools (Microsoft Dynamics 365, Excel, PowerPoint).
  • Progressive Finance roles with strong analytical and partnering track record.
