About the position

The Manager, Programs Level 1 at Northrop Grumman is responsible for overseeing the Tactical Fighters Sustainment Operating Unit in Baltimore, MD. This role focuses on delivering all contractual requirements on schedule and within budget while ensuring technical performance and fostering strong relationships with customers. The position involves leading cross-functional teams, managing program resources, and adhering to internal processes and industry standards.

Responsibilities

  • Lead and direct cross-functional Integrated Program Teams (IPT) to meet program cost, schedule, and technical performance objectives.
  • Manage programs providing sustainment services for mission-critical hardware and software.
  • Support the establishment of processes, success criteria, engineering, and test support across programs.
  • Develop presentations for executive management and stakeholders.
  • Review and finalize program Statements of Work.
  • Identify, distribute, track, and complete program requirements.
  • Support negotiation of contracts, contract changes, specifications, and operating budgets.
  • Measure and report program performance.
  • Establish and manage program baselines and budgets using Earned Value Management (EVM).
  • Identify, allocate, and manage program resources, including workforce planning.
  • Manage Government/customer supplied property or information.
  • Ensure adherence to contract scope and manage changes through control board activities.
  • Conduct risk and opportunity management practices.

Requirements

  • Bachelor's Degree and 5 years' experience or a Master's Degree and 3 years of relevant experience supporting U.S. Government contracts.
  • Experience in project management or as a program manager, project technical lead, or cost account manager.
  • Demonstrated experience leading and coordinating with indirect personnel/teams.
  • Proficient in Microsoft Office products (Word, Excel, PowerPoint).
  • Excellent organizational, verbal, and written communication skills.
  • Strong judgment, decision-making skills, and business acumen.
  • U.S. citizenship and active U.S. DoD Secret Clearance.

Nice-to-haves

  • Active U.S. DoD Top Secret clearance.
  • Prior experience in managing Software and/or IT programs.
  • Experience on F-35 Radar / EODAS or similar Sustainment programs.
  • Experience supporting sensor system technology development or production programs.
  • Project management experience in engineering, finance, logistics, or supply chain management.
  • Familiarity with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR).
