About the position

The Manager, Programs Level 2 at Northrop Grumman will support the COLUMBIA Class Integrated Power System Operating Unit, focusing on the future Turbine Generator Program. This role involves managing all phases of the program life cycle, ensuring the delivery of contractual requirements on cost and schedule while achieving technical objectives. The position emphasizes customer relationship cultivation, cross-functional team leadership, and strategic business development.

Responsibilities

  • Support the program manager in program capture and delivery of contractual requirements on cost and schedule.
  • Cultivate customer relationships to develop further opportunities.
  • Develop new business opportunities through strategic planning and proposal development.
  • Establish a program organization that addresses customer requirements.
  • Lead cross-functional Integrated Program Teams (IPT) to meet program objectives.
  • Measure and report program performance.
  • Deliver presentations to customers and stakeholders.
  • Participate in contract negotiations and changes.
  • Establish design concepts and engineering efforts for product development.
  • Create, review, and finalize the program Statement of Work.
  • Identify, track, and complete program requirements.
  • Establish and manage program baselines.
  • Develop and adhere to budget baselines using Earned Value Management (EVM).
  • Identify and manage program resources, including workforce planning.
  • Manage Government/customer supplied property and information.
  • Manage suppliers to meet program objectives.
  • Ensure adherence to internal processes and industry standards.
  • Conduct risk and opportunity management practices.

Requirements

  • Bachelor's Degree and 8 years of experience, or Master's Degree and 6 years of experience supporting U.S. Government contracts.
  • Proven experience leading tasks on schedule and at cost.
  • Demonstrated success in leading teams to achieve common goals.
  • Ability to obtain and maintain a DoD SECRET security clearance.
  • U.S. citizenship required.
