About the position

The Manager Programs 3 at Northrop Grumman is responsible for overseeing all phases of program management from inception to completion, ensuring cost, schedule, and technical performance. This role involves direct communication with various stakeholders, including government representatives, and focuses on modernizing critical national security systems. The position requires strong leadership, effective resource allocation, and the ability to build trust and relationships across teams and with customers.

Responsibilities

  • Direct all phases of programs from inception through completion.
  • Ensure successful cost, schedule, and performance of the contract.
  • Serve as the point of contact for the Contracting Officer and Government Program Manager.
  • Contribute to program efforts in cost management, schedule estimation, and contract performance management.
  • Lead program review sessions with customers to discuss performance metrics.
  • Allocate resources effectively on the contract, including staffing and budgets.
  • Review and propose the Integrated Program Baseline to the Government.
  • Prepare program status reviews and other formal reviews for the Government PM.
  • Ensure compliance with all regulatory and administrative requirements imposed by the contract.
  • Coordinate the preparation of Engineering Change Proposals and value engineering proposals.

Requirements

  • Bachelor's Degree with 8 years of experience, Master's Degree with 6 years, or PhD with 3 years of relevant experience in program or project management.
  • Experience managing completion type programs and contracts.
  • Demonstrated experience in requirements analysis, resource allocation, and project costing.
  • Experience in managing and controlling funds using Earned Value Management.
  • Direct experience in managing multi-task contracts and subcontracts.

Nice-to-haves

  • Experience with development and capture management to enhance customer missions.
  • Experience developing project managers and junior program managers.
  • Project Management Professional (PMP) certification.
  • Strong technical background in system modeling and agile software development.
