About the position

The Manager, Project Development at RWE Clean Energy, LLC is a pivotal role responsible for originating and developing distributed renewable projects, including emerging technologies such as battery storage, within assigned market areas. This position encompasses a wide range of project development activities, from site selection and contracting to permitting and land acquisition rights. The Project Developer will also be involved in the qualification for applicable incentive programs, managing the interconnection application process, addressing regulatory issues, and supporting due diligence and valuation efforts for potential transactions. In this role, the Manager will participate in the screening and selection of sites for project acquisition, negotiate binding agreements with landowners and developers, and assess site feasibility for permitting, construction, and interconnection. The individual will be responsible for ensuring that all aspects of project development adhere to the company's defined processes. Regular attendance at weekly development reviews is expected, where the Manager will provide recommendations to management regarding project status and escalate any necessary issues for resolution. The position also requires obtaining proposals from civil and environmental engineering firms, managing vendor selection and contracting, and filing interconnection applications. The Manager will maintain a thorough understanding of applicable regulations and program rules to ensure compliance throughout the project development process. Additionally, the role involves supporting the review of all projects being acquired or sold, facilitating the transfer of projects entering construction to the Project Management, Construction Management, and Asset Management Teams, and providing direct support for project sales by obtaining necessary documentation from various stakeholders.

Responsibilities

  • Participate in the screening and selection of sites and project acquisition in assigned markets.
  • Negotiate binding agreements with landowners and developers.
  • Assess site feasibility for permitting, construction, and interconnection.
  • Provide inputs for market and project-specific modeling.
  • Report on progress of site and project acquisition to department management.
  • Accomplish all aspects of project development, ensuring adherence to the company's defined development processes.
  • Attend weekly development reviews and provide recommendations to management regarding project development status.
  • Obtain proposals from civil/environmental engineering and permitting firms, and manage vendor selection and contracting.
  • File interconnection applications and manage the interconnection process through to Interconnection Agreement.
  • Maintain knowledge of applicable regulations and program rules to ensure compliance during project development.
  • Support the review of all projects being acquired and/or sold, including site control documents, easements, permits, and interconnection agreements.
  • Facilitate the transfer of projects entering construction to the Project Management, Construction Management, and Asset Management Teams.
  • Provide direct support regarding the sale of projects, including obtaining necessary documentation from landowners, utilities, and regulatory bodies.

Requirements

  • Bachelor's degree in engineering, business/economics, or relevant fields.
  • Minimum 8 years of relevant industry experience related to distributed generation project development, specifically interconnection and/or permitting.
  • Minimum 5 years experience with contract provisions and terms, market knowledge, and regulatory issues.
  • Minimum 5 years project development experience in energy projects.
  • Strong organizational aptitude, analytical and decision-making capabilities.
  • Ability to work on project-type work with tight deadlines and concurrent deliverables.
  • Ability to manage and prioritize multiple projects and people.
  • Ability to work closely with other teams, including business development and asset management groups.
  • Ability to utilize various GIS-based tools and techniques.
  • Ability to define project development tasks, set date targets and budgets, and accomplish tasks on time and on budget.
  • Understanding of regulatory implications related to project development.
  • Knowledge of project development tasks, particularly permitting and interconnection.
  • Effective listening, writing, and speaking skills for clear communication.
