About the position

The Manager of Real Estate Accounting will oversee the Real Estate Accounting Team within the Finance department, providing a comprehensive range of financial management and strategic support functions. This role is pivotal in coordinating and executing budgetary and financial accounting tasks that directly support the Real Estate Group (REG), Choice Neighborhoods (CN), and Facilities and Operations Management (FOM), which includes managing financial matters related to Atlanta Housing (AH)-Owned properties, both residential and commercial. The Manager will ensure that all financial operations comply with the policies and procedures established by the Department of Housing and Urban Development (HUD), as well as other relevant federal, state, and local regulations governing Atlanta Housing accounting operations. In this position, the Manager will be responsible for ensuring that financial information regarding real estate development and operations is accurately recorded and presented in accordance with Generally Accepted Accounting Principles (GAAP) and Atlanta Housing's operating policies. The role requires a strong focus on developing and managing the financial aspects of various projects, ensuring that all financial activities align with the strategic goals of the organization. The Manager will also play a crucial role in guiding and developing staff, ensuring that the team is highly competent and performing at a high level. This includes instructing, assigning, coordinating, and reviewing the work of team members to guarantee accuracy and timeliness. The Manager will actively collaborate with senior management and staff to lead the annual budget process for REG, FOM, and CN, ensuring that budget instructions are clear and that realistic spending assumptions are developed. Additionally, the Manager will oversee the financial management of AH-Owned Residential Communities, including the development of annual budgets and the review of financial performance reports, providing guidance to Property Management Developers (PMDs) and senior management on financial matters.

Responsibilities

  • Manage and guide staff using management practices that develop and retain highly competent and highly performing employees.
  • Collaborate actively with REG senior management and staff to lead the annual budget process for REG, FOM, and CN projects.
  • Plan and direct the AH-Owned Residential Communities' annual budget process, including communication of goals and objectives to Property Management Developers (PMDs).
  • Oversee the development of the annual HomeFlex and MIXED Communities budgets in collaboration with Asset Managers.
  • Review and analyze operations and financial performance reports, providing financial guidance to PMDs and REG Senior Management.
  • Participate in strategic discussions related to site-based budgeting and property development forecasts.
  • Oversee the Jobs and Contracts in Yardi's Construction and Grant Management (CGM) module, including effective contract administration.
  • Manage the monthly HomeFlex and Operating Subsidy payment process and the Payment In Lieu of Taxes calculation for AH-Owned and MIXED communities.
  • Formulate and recommend policies, procedures, objectives, budgets, plans, cost controls, and schedules for REG operations.
  • Develop and monitor quality control audits and evaluate work standards and performance levels.
  • Review and analyze financing commitments and agreements related to low-income housing tax credit properties to ensure timely and accurate financial transactions.
  • Identify and perform required accruals during the year and at year-end in accordance with GAAP.

Requirements

  • Bachelor's degree in finance, Accounting, Business Management or related field.
  • 3-5 years of related experience required, preferably within the Public Housing and/or Real Estate industries.
  • Knowledge of accounting theory, principles, and practices.
  • Working knowledge of the Code of Federal Regulations (C.F.R.) and/or HUD rules and regulations, including Rental Assistance Demonstration Program (RAD) preferred.
  • Knowledge of affordable housing finance, including multifamily development and operations.
  • Experience with effectively leading a high-performance team.
  • Demonstrated experience in implementing consistent and standardized policies, procedures, and processes.
  • Demonstrated experience managing multiple projects.

Nice-to-haves

  • MBA/CMA preferred.
  • Previous Yardi experience is a plus.
