About the position

The Software Engineering Manager at Blue Cross oversees the design, development, and maintenance of software applications. This role involves directing the work of engineers, ensuring adherence to best practices in software development, and managing performance evaluations. The manager is responsible for recruiting engineering personnel, supporting project teams, and providing ongoing support for client-facing products. Additionally, the position requires strategic input for technology decisions and compliance with departmental and company standards.

Responsibilities

  • Manage and oversee the design, development, and maintenance of software applications.
  • Direct the work of engineers to ensure best practices in software development.
  • Assign work to software engineering personnel and evaluate their performance.
  • Recruit engineering personnel and support project team formation.
  • Supervise the ongoing support of client-facing products and provide system metrics.
  • Present strategic input for technology decisions and support the Technology Roadmap.
  • Ensure compliance with all laws and regulations associated with duties and responsibilities.
  • Promote career development opportunities and mentoring for staff.
  • Build positive relationships with clients, vendors, and peers to understand business operations and IT support needs.
  • Monitor and support financial resources with a focus on cost efficiencies.

Requirements

  • Bachelor's degree in Computer Science or related field required.
  • Master's Degree in Business Administration preferred.
  • 5 years of business systems analysis and design experience with 2 years of leadership experience required.
  • Experience with Claims Processing Platforms, Cloud Platforms (SaaS), Enterprise Application Integration Platforms, and ETL Platforms.
  • Strong understanding of software development methodologies (e.g., Agile, Scrum, Kanban).
  • Experience with cloud platforms (e.g., Azure and/or AWS).
  • Familiarity with DevOps practices and CI/CD pipelines.
  • Broad knowledge in Information Technology and development management.
