About The Position

The Manager, Subcontracts Administration 2 at Northrop Grumman is responsible for leading a team of subcontract specialists in managing all phases of subcontracting processes. This includes overseeing the initiation of business cases, market research, proposal evaluations, negotiations, and compliance with public law and company policies. The role emphasizes building inclusive teams, fostering customer relationships, and driving continuous improvement while ensuring the team has the necessary tools and information to succeed.

Requirements

  • Bachelor's Degree with at least 8+ years' experience or a master's degree with at least 6+ years' experience in Subcontracts Management, Procurement, Program Management, or related fields.
  • 3+ years of leadership experience as a manager or team lead.
  • Experience with FAR and DFARS or similar environments supporting R&D to full rate production programs.
  • Proficiency in SAP or related purchasing software, Excel, PowerPoint, and MS Project.

Nice To Haves

  • Master's degree in Business, Supply Chain, or MBA.
  • Experience managing Subcontract Programs and/or a Subcontracts Team of 5+ people.
  • Significant experience conducting oral presentations to senior leadership.
  • Negotiation experience with contracts exceeding $50 million.
  • Change Management experience.
  • International Subcontracts Management experience.

Responsibilities

  • Lead and manage a team of 5 or more subcontract specialists.
  • Oversee all phases of the subcontract process from initiation to execution.
  • Coordinate with key partners such as contracts, engineering, and quality.
  • Manage preparation of bid packages and support bidders' conferences.
  • Analyze and evaluate proposals, negotiate subcontract provisions, and select subcontractors.
  • Evaluate and monitor supplier quality and reliability in conjunction with the quality organization.
  • Identify strategies to reduce costs and improve efficiency through negotiations.
  • Ensure compliance with public law requirements and company policies.
  • Manage performance of the subcontract portfolio and assess supplier performance.
