About the position

The Manager of Talent Acquisition is a key member of the People Team at the Metropolitan Transportation Authority (MTA), responsible for implementing comprehensive talent acquisition strategies. This role involves planning, managing, and executing an effective recruitment and selection process aimed at sourcing diverse and talented applicants efficiently and in a timely manner. The Manager will oversee a team and collaborate with key stakeholders across the agency, including other members of the People group, business unit executives, and departments dealing with Labor, Legal, and Diversity. This position also entails identifying best practices and standardizing these practices across all agencies, ensuring adherence to prescribed guidelines, policies, and procedures. Additionally, the Manager will partner with the Compensation team to oversee and manage salary offers for both non-represented and certain represented roles. In this role, the Manager will design, plan, and execute recruitment strategies, manage a team responsible for various talent acquisition activities, and ensure a positive candidate experience. Responsibilities include posting vacancies, screening applicants, conducting interviews, onboarding new hires, and managing the background verification process. The Manager will work closely with Agency People partners and business units to develop and implement strategies that meet hiring goals and objectives, while also providing innovative solutions for filling complex and hard-to-fill positions. The role requires the use of metrics to create reports, identify areas for improvement, and make recommendations for changes to the onboarding process and applicant experience. The Manager will also be responsible for developing and motivating personnel within the unit, fostering a professional environment that respects individual differences, and ensuring that all employees can develop and contribute to their full potential. This includes providing career development opportunities for subordinates and managing the performance of staff. The position may require working outside of normal hours and travel to other MTA locations or external sites as needed. Overall, the Manager of Talent Acquisition plays a crucial role in ensuring that the MTA attracts and retains a diverse and skilled workforce, while adhering to the organization's principles and policies.

Responsibilities

  • Design, plan and execute an effective recruitment and selection process.
  • Manage a team responsible for talent acquisition activities for client departments.
  • Post vacancies, screen applicants, qualify resumes, and conduct candidate outreach.
  • Participate on interview panels, onboard new hires, and process packages for internal promotions.
  • Manage all aspects of assigned recruitment efforts for various titles including executive and skilled trade positions.
  • Coordinate with employment testing as needed and manage reference checks and background verification processes.
  • Ensure a positive candidate experience throughout the recruitment process.
  • Work with Agency People partners and business units to develop and implement talent acquisition strategies.
  • Provide innovative ideas for filling complex and hard-to-fill titles.
  • Implement and adhere to industry best practices in recruitment.
  • Assist in maintaining accurate and up-to-date recruitment activity reports.
  • Conduct audits on ATS records and recruitment-related documentation.
  • Coordinate requests for new job codes and position numbers and track to completion.
  • Manage the sourcing of diverse and talented candidates and ensure delivery to hiring departments.
  • Develop media plans for hard-to-fill positions in collaboration with recruitment advertising agencies.
  • Build talent pipelines and assist with employment branding initiatives.
  • Use metrics to create reports and identify areas of improvement in the recruitment process.
  • Ensure fair, ethical, and equitable adherence to recruitment processes and practices.
  • Develop and motivate personnel within the unit, creating brand ambassadors.
  • Provide career development for subordinates and manage performance reviews.
  • Counsel candidates on organizational benefits, salary, and work environment.
  • Partner with Senior Manager on recruitment and outreach activities, including career fairs and information sessions.

Requirements

  • Bachelor's degree in Human Resources, Industrial/Organizational Psychology, Public Administration, Business Administration or a related field.
  • Minimum 5 years of progressive experience in Talent Acquisition or related area.
  • At least 2 years of supervisory, managerial or project management experience in a large, multi-faceted organization.
  • Strong knowledge of full cycle recruiting, sourcing, and employer branding.
  • Excellent communication and interpersonal skills, with the ability to interact effectively with all levels of the organization.
  • Demonstrated ability to execute effective staffing strategies and processes.
  • Working knowledge of labor agreements and employment laws including Equal Employment Opportunity laws.
  • Proficiency in Microsoft Office Suite or comparable applications.

Nice-to-haves

  • Master's degree in a related field.
  • Attainment of or in the process of attaining SPHR or SHRM certification in HR management.
  • Prior experience working in a large, multi-faceted, fast-paced organization.
  • Familiarity with the MTA's policies and procedures.
  • Familiarity with the MTA's collective bargaining procedures.
