About the position

The Manager VI position at the Department of State Health Services involves overseeing the Funds Coordination and Management Branch within the Office of the Chief Financial Officer. This senior-level managerial role focuses on administering daily operations, establishing goals, developing policies, and managing federal grant proposal budgets. The position allows for significant autonomy and requires strong leadership skills to guide staff and ensure compliance with grant management practices.

Responsibilities

  • Manage activities of the Funds Coordination and Management Branch (FCMB) staff and provide guidance in conducting the major functions of the team.
  • Provide technical assistance, including escalation of time-sensitive issues and serving as a subject matter expert on policy questions and grant-specific inquiries.
  • Supervise the work of staff, ensuring HR activities are completed in accordance with policy, including hiring, training, coaching, and performance evaluations.
  • Represent FCMB in internal and external meetings, serving as a liaison with the Governor's Office and other agencies regarding grant processes.
  • Monitor FCMB's operations and compliance with policies, making recommendations for improvements in grant management effectiveness.
  • Provide guidance in developing and implementing techniques for evaluating federal grant-related activities and monitor federal legislation impacts.
  • Ensure effective execution of activities related to the distribution of tobacco settlement funds to political subdivisions.
  • Provide technical support and training on federal systems and participate in FCMB's modernization initiative.

Requirements

  • Bachelor's degree required, preferably in public health, social services, finance, or a related field.
  • Experience with grant management, including administration, development, coordination, and monitoring of grants.
  • Experience preparing and developing operating budgets and financial reports using CAPPS Financial, Excel, or other financial software.
  • Experience with program planning and project management.
  • Experience with training, overseeing, and/or supervising the work of others.

Nice-to-haves

  • Experience in public administration management principles and practices.
  • Knowledge of state agency rules and related processes.
  • Skills in evaluating and developing solutions to business operations issues.
