About The Position

The Oregon Liquor and Cannabis Commission (OLCC) oversees access to alcohol and cannabis products in Oregon through education, regulation, and distilled spirits distribution. Our aim is to protect public health and safety while supporting responsible businesses and providing funding for local and state agencies. The agency is comprised of three major operational programs: the Distilled Spirits Program, the Recreational Marijuana Program, and the Public Safety Program. Revenue generated from these programs helps support state and local government programs. This position is with the Public Safety Program which licenses and regulates businesses in both the marijuana and alcohol industry. This includes manufacturers, wholesalers, bars, restaurants, grocery, convenience stores and the operation of the recreational marijuana industry in Oregon. This position is represented by the American Federation of State, County & Municipal Employees (AFSCME) union. The location of this position will be based on the successful candidate's location and finalized when the job offer is made.

Requirements

  • Five years of experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide compliance or eligibility with program guidelines and regulations. Three of the five years must be above the technical support level.
  • College-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.

  • Experience with Marijuana/HEMP ORS/ OAR specific to typical regulatory programs
  • Experience explaining, in writing and verbally, complex technical and legal material in understandable language to people of diverse education, language and cultural backgrounds
  • Experience analyzing complex issues and competing interests and negotiating resolution or developing a plan of action based on the analysis
  • Experience establishing and maintaining effective working relationships with people from varying backgrounds
  • Experience managing varying deadlines and multiple projects
  • Experience using computer software to compile, analyze and report information
  • Experience interpreting laws, rules and regulations and applying them to varying and complex compliance situations; making recommendations to laws, rules and regulations as needed
  • Experience compiling and summarizing findings and recommending reasonable actions based on the findings

Responsibilities

  • Providing technical guidance to staff including the interpretation of laws and procedures
  • Developing, evaluating, and revising training program for marijuana regulatory staff
  • Delivering training to ensure standardized marijuana compliance practices across the state
  • Developing rules, standards, and procedures for regulating marijuana businesses
  • Developing standard operating procedures according to program goals and performance measures in order to ensure statewide consistency in the application of rules and procedures
  • Developing compliance inspection templates, inspection form letters, warning and citation notices, and other documents related to marijuana compliance functions
  • Preparing and presenting documents needed for contested case hearings
  • Representing marijuana regulatory staff at hearings
  • Liaisons with agency administrative hearings staff and/or State DOJ to evaluate legal sufficiency of contested cases
  • Aiding DOJ in the prosecution of offenses
  • Representing the Commission to licensees, applicants and their representatives, to the public, and local and state government agencies by giving technical advice and policy interpretation explaining marijuana laws, policies, rules, and procedures
  • Conducting investigations of Oregon marijuana licensed businesses to assure compliance with state laws and rules that govern marijuana businesses
  • Obtaining and analyzing license application documentation to determine license eligibility
  • Issuing corrective action plans or citations for violations based on site survey findings and investigations
