About the position

The Marine Audit & Compliance Manager is responsible for providing safety leadership and support to assigned ARTCO vessels and facilities. This role involves coordinating internal and external vessel audits for a fleet of over 80 inland towing vessels, managing audit schedules, and ensuring compliance with marine regulations. The position requires strong collaboration with various stakeholders, including USCG inspectors and corporate teams, to maintain regulatory guidance and vessel certifications.

Responsibilities

  • Coordinate all marine internal and external vessel audits for a fleet of 80+ inland towing vessels.
  • Manage the master schedule of audits and assign schedules to internal and contracted auditors.
  • Complete up to 40% of total internal vessel audits annually.
  • Conduct internal Management Audits for 10 vessel management locations on various rivers.
  • Act as the main point of contact between ARTCO and the company's Third Party Organization (ABS).
  • Schedule all External Vessel Audits and External Management Audits with the TPO.
  • Create and implement corrective action plans for nonconformity findings from audits.
  • Build and maintain strong working relationships with USCG Inspectors in multiple COTP Zones.
  • Conduct annual revisions of the company's TSMS.
  • Work with Corporate Security, Safety, and Environmental teams to update regulatory guidance related to vessel operations.
  • Maintain all required vessel documents and certifications.
  • Compile documents for COI applications.
  • Provide guidance on compliance-related issues to vessel managers.
  • Collaborate with the company Survey Manager on compliance activities.
  • Compile nonconformity data to identify trends and provide compliance reports to upper management.

Requirements

  • Experience with Inland Towing Vessel Regulations - Subchapter-M.
  • Familiarity with Vessel Response Plans, Vessel Security Plans, and Environmental Requirements related to inland towing vessels.
  • Credentialed Marine Auditor status.
  • Possession of a TWIC Card.
  • 2-5 years of marine compliance experience.
  • Detail-oriented and highly organized.
  • Proficient in Microsoft Office (Outlook, Teams, Word, Excel) and Helm software.
  • Demonstrated leadership skills.
  • Effective oral and written communication skills, including public presentation ability.
  • Strong computer skills and ability to learn new systems quickly.
  • Proven ability to work effectively in a team and recognize hazards, assess risk, and recommend controls.
