About the position

The Maryland Transportation Authority (MDTA) is seeking a Body Camera Coordinator to join its Central Records Unit. This position is crucial for processing open record requests related to body-worn cameras and other digital media. The Body Camera Coordinator will be responsible for reviewing and redacting video and audio materials for public release, ensuring compliance with the Maryland Public Information Act (MPIA) and the Freedom of Information Act (FOIA). The role requires strong interpersonal skills to effectively communicate with civilians, law enforcement, and court representatives, providing exceptional customer support in a timely manner. In this role, the incumbent will review and create videos for sharing with courts and various law enforcement agencies, comply with subpoenas, and manage requests under the MPIA. The coordinator will also be tasked with transferring, downloading, tagging, and marking events, performing audio and video redactions, and ensuring proper records retention of digital materials. Adherence to policies regarding access to footage for investigations, reports, and audits is essential. Additionally, the coordinator will maintain filing systems for police incident, accident, and criminal reports to facilitate data retrieval and research in compliance with State Field Reporting System Guidelines. The Body Camera Coordinator will work under the general supervision of the Director of the Central Records Unit, contributing to the MDTA's mission of providing safe and secure transportation facilities across Maryland. This position is located in Baltimore, MD, and is open to all qualified candidates.

Responsibilities

  • Process open record requests for body-worn camera and other digital media.
  • Review and create videos to be shared with courts and law enforcement agencies.
  • Comply with subpoena and Maryland Public Information Act requests.
  • Transfer, download, tag, and mark events related to body camera footage.
  • Perform audio/video redactions for public release.
  • Ensure proper records retention of digital materials.
  • Adhere to policies related to access of footage for investigations and audits.
  • Maintain police incident, accident, and criminal report filing systems.

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Three years of experience in administrative or professional work, with one year involving technology-based tasks related to body-worn camera video and digital media.
  • Knowledge of the Maryland Public Information Act (MPIA) and/or Freedom of Information Act (FOIA).
  • Knowledge of federal, state, and local laws impacting public access to law enforcement records.
  • Working knowledge of Coban Video program and Evidence.com web application.
  • Excellent computer and Microsoft Office skills.

Nice-to-haves

  • Basic knowledge of laws, legal codes, court procedures, and government regulations related to law enforcement.
