About the position

The MEL Coordinator will assist in monitoring, evaluation, accountability, and program reporting for a 5-year USAID-funded program aimed at reducing threats to coastal and marine biodiversity in the Caribbean. This role is crucial for overseeing a comprehensive MEL framework to measure the effectiveness and impact of project interventions, ensuring a data-driven approach to enhance climate resilience and community well-being.

Responsibilities

  • Coordinate the implementation of the MEL plan by leveraging the capabilities and expertise of a team of partners and staff.
  • Design and deploy tools, protocols, and procedures for data collection and performance monitoring.
  • Work directly with sub-awardees to collect and maintain project indicators.
  • Coordinate and corroborate appropriate information flow for program tracking and assessment.
  • Prepare high-quality indicator reporting, capturing results of key activities and ensuring the authentication of program achievements.
  • Maintain up-to-date supporting documentation and data for indicators to comply with USAID Data Quality Assessments (DQA).
  • Conduct and oversee monitoring visits, influencing the framework and data collection strategies employed during monitoring activities.
  • Ensure effective implementation of an iterative cycle of learning practices, including pause and reflect sessions and feedback loops.
  • Contribute to program enhancement through sharing findings from continuous assessment and support in planning and strategic decision making.
  • Undertake any other functions or responsibilities assigned by the Program Management Team.

Requirements

  • Bachelor's degree in Statistics, Economics, Sociology, or relevant discipline.
  • Three or more years of working experience in a M&E role in socio-economic development with a public institution, NGO, donor, or development agency.
  • Proven experience in developing monitoring, evaluation, and research protocols and tools.
  • Experience working with local communities, civil society partners, and government officials.
  • Experience designing studies and research using both qualitative and quantitative methods.
  • Experience managing indicator tracking tables, writing reports, and documenting lessons learned.
  • Fluency in English and Spanish, including speaking, listening, reading, and writing.
  • Demonstrated experience using advanced Excel functions.

Nice-to-haves

  • Experience with SPSS, Access, and other monitoring and evaluation software.
  • Experience designing and implementing surveys using Kobo or similar tools.
  • Experience analyzing GIS data related to hectares demonstrating improved natural resource management.
  • Knowledge of French.

Benefits

  • Salary range of $65,000 - $73,000 based on experience and skills.
