About the position

The IT Product Manager will play a crucial role in the Medicaid Enterprise System (MES) Program, focusing on IT product management within the MES portfolio. This position aims to enhance healthcare outcomes through clinical and technological innovation by overseeing Medicaid products, developing strategies, and collaborating with various stakeholders. The IT Product Manager will ensure the delivery of impactful software solutions while managing product lifecycles and engaging with business owners to align IT systems with business requirements.

Responsibilities

  • Provide independent product oversight for client Medicaid products.
  • Develop and monitor Medicaid Managed Care product strategies.
  • Collaborate with client divisions and external stakeholders to streamline processes.
  • Create user stories, technology roadmaps, and conduct customer research related to Medicaid initiatives.
  • Lead cross-functional activities to oversee Medicaid Programs effectively.
  • Manage direct and hybrid reporting relationships, setting priorities and defining roles.
  • Develop workgroups around product deliverables with Product Owners and Business Leads.
  • Direct the conception, development, and implementation of new product initiatives.
  • Communicate project goals, timelines, and results to team members and executives.
  • Assess emerging products and partners for potential value or risk to the department.
  • Provide training on product knowledge and implementation.
  • Analyze performance indicators and evaluate survey data using database queries.
  • Ensure compliance with applicable policies and procedures.
  • Manage the product lifecycle from conception through implementation.

Requirements

  • 7+ years of experience in product management in a healthcare or government setting.
  • Knowledge of Enterprise IT Systems and system integration principles.
  • Understanding of CMS Seven Standards and Conditions and the Medicaid program.
  • Ability to manage multiple priorities and projects in a fast-paced environment.
  • Proficient in Microsoft Project, Word, Excel, PowerPoint, Access, and Adobe software.
  • Skills in persuasion, negotiation, relationship management, and conflict resolution.
  • Proven track record of launching successful user-focused products in enterprise or healthcare.
  • Experience creating business use cases, requirements, and process maps/data flows.
  • Experience in business analysis, product management, project management, or software application development.
  • Excellent communication skills and attention to detail in developing reports and summaries.
  • Working knowledge of agile development methodologies and tools.
  • Experience with Cloud technologies (IaaS, PaaS, SaaS).
  • Experience handling HIPAA and PII data.

Nice-to-haves

  • Experience with Managed Care knowledge or experience.
  • Knowledge of MITA standards or experience.
  • Experience with Medicaid Program or related HealthCare Information Systems.
