About the position

The Capital Construction Manager at Amtrak is responsible for overseeing and managing a team of construction engineers on various capital projects within the Mid-Atlantic Division. This role involves ensuring that projects are completed on time, within budget, and according to specified scopes. The manager will also be involved in preparing construction processes, reviewing plans, coordinating with stakeholders, and maintaining safety standards throughout the project lifecycle.

Responsibilities

  • Manage and mentor a team of construction engineers on capital projects.
  • Direct, manage, and oversee construction and maintenance of capital projects to ensure adherence to scope, cost, and schedules.
  • Prepare and implement construction processes, testing, startup, and operation procedures.
  • Review construction plans and provide constructability comments during the design phase.
  • Create and review site-specific safety work plans and ensure compliance with safety standards.
  • Coordinate capital projects with other Amtrak departments to ensure resource availability.
  • Prepare construction estimates and schedules, and provide project status reports.
  • Ensure proper documentation of force account labor and related charges for billing purposes.
  • Support the development and implementation of project plans, scopes of work, schedules, and budgets.
  • Identify and evaluate risks associated with project activities and establish mitigation plans.

Requirements

  • Bachelor's degree or equivalent combination of education and experience.
  • Strong construction management skills and customer service orientation.
  • Knowledge of competitive procurement processes and regulations.
  • Self-motivated with strong independent judgment.
  • Excellent analytical, mathematical, and problem-solving skills.
  • Proficiency in Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project).
  • Valid driver's license.
