About the position

The Manager Engineering - Design Ops - Cost is responsible for overseeing the technical engineering design review process for both external third-party and some capital in-house projects at Amtrak. This role ensures compliance with engineering practices, standards, and policies while managing the operations and reporting for the engineering design review process. The position requires minimal supervision and involves collaboration with various internal groups to facilitate effective design reviews and budget management.

Responsibilities

  • Manage the technical engineering design review intake process for engineering design review.
  • Coordinate with multi-disciplines for information pertaining to design review determination documents.
  • Lead and collaborate with the team in building design estimates for technical design reviews.
  • Develop and apply knowledge of Engineering Practices and Amtrak business systems.
  • Coordinate with teams responsible for facilitating third-party project agreements and permits.
  • Report status, metrics, and variances from intake to execution to management and senior leadership.
  • Oversee, lead, and mentor junior-level staff.

Requirements

  • Bachelor's Degree in Engineering, Architecture, or related field.
  • Strong understanding of the design and submission review process in the railroad environment.
  • Demonstrated experience working with external/third-party projects.
  • Familiarity with railroad practices, operations, and procedures.
  • Understanding of work breakdown structures and funding sources related to engineering design review projects.
  • Ability to apply engineering discipline expertise to evaluate performance gaps and explain variances.
  • Strong communication skills, both oral and written, across all levels.
  • Strong planning, organizational, and time-management skills.

Nice-to-haves

  • Bachelor's degree plus seven (7) years of relevant experience.
  • Advanced engineering or architecture degree (Masters, PhD, etc.).
  • Management certificate or MBA for managing and leading.
  • 10+ years of relevant experience.
  • Hands-on experience with Tableau and Bluebeam.
