About the position

The role involves estimating labor and material costs of manufacturing and engineering based on request for proposal (RFP) data submitted by prospective customers. Responsibilities include analyzing specifications, including sketches, blueprints, bills of material, or sample layouts, and calculating production costs using labor and material pricing schedules and historical data. The position requires collecting cost data from functional representatives, subcontractors, and vendors, computing cost estimates of raw materials or subcontracted work and labor, preparing and maintaining historical cost data, creating cost models for cost estimating elements, and preparing cost reports to present findings to management, contract personnel, proposal coordinators, customer representatives, price auditors, vendors, and subcontractors. Two positions are available: Cost Estimating Manager for the CVN RCOH Program and Cost Estimating Manager for the VCS Program.

Responsibilities

  • Estimate labor and material costs based on RFP data.
  • Analyze specifications including sketches, blueprints, and bills of material.
  • Calculate production costs using labor and material pricing schedules.
  • Collect cost data from functional representatives, subcontractors, and vendors.
  • Compute cost estimates of raw materials or subcontracted work and labor.
  • Prepare and maintain historical cost data.
  • Create cost models for cost estimating elements.
  • Prepare cost reports and present findings to various stakeholders.

Requirements

  • Bachelor's Degree and 8 years of applicable, progressive professional and/or supervisory work experience; or Master's Degree and 6 years of relevant experience.
  • Equivalent qualifications may include NNS Apprentice School graduate, Navy Nuclear Power School graduate, Associate's Degree with relevant experience, Military Paygrade E-5 or above, or High School/GED with relevant experience.
