About the position

The Motor Vehicle Administration (MVA) is seeking a qualified candidate for the Microsoft .NET Developer (IT Programmer Analyst Lead/Advanced) position in the Office of Information Resources. This role is critical in designing, coding, compiling, and testing software applications that support the MVA's operations. The successful candidate will utilize various programming languages and developmental tools to create robust software solutions that meet the needs of end users. The position requires a strong focus on debugging and troubleshooting software errors, ensuring that applications function smoothly and efficiently. In addition to development tasks, the candidate will be responsible for maintaining existing applications by evaluating and revising them as necessary. This includes working closely with end users to plan, develop, evaluate, and test applications, ensuring that the software aligns with user requirements and organizational goals. The role also involves analyzing data to determine the purpose of applications and finding effective solutions to any identified problems. The candidate will be expected to read technical literature and software manuals to enhance their knowledge of various computer languages, which will aid in resolving application issues. Furthermore, the role includes developing and assembling user documentation to support the applications created. A key aspect of this position is providing guidance to lower-level IT Programmers, helping them solve problems related to designing, developing, testing, implementing, and maintaining applications. Employees in this position may be required to work evenings, weekends, and holidays, and must be available for on-call duty 24 hours a day. This flexibility is essential to maintain continuous and safe facility operations. The current vacancy is located at MVA Headquarters in Glen Burnie, Maryland (Anne Arundel County).

Responsibilities

  • Using programming languages or other developmental tools to design, code, compile, and test software applications.
  • Debugging and troubleshooting software errors, issues, and other problems.
  • Developing solutions to software issues and participating in testing.
  • Maintaining applications by evaluating and revising as required.
  • Working with end users in planning, developing, evaluating, revising, and testing applications.
  • Analyzing data to determine the purpose of the application and finding a solution to the problem.
  • Reading technical literature and software manuals to further their knowledge of the various computer languages and assist in resolving problems with the application.
  • Developing and assembling applications and user documentation.
  • Providing advice and guidance to lower-level IT Programmers on how to solve problems in designing, developing, testing, implementing, and maintaining applications.

Requirements

  • Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology-related field.
  • Two (2) years of experience designing, developing, testing, implementing, and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.
  • One (1) year of experience must have included utilizing established development tools, guidelines, and conventions including but not limited to: Microsoft .NET Technologies, Visual Studio, ASP.NET, SQL Server, HTML, WPF, XML, CSS, JavaScript, C#, C++, and VB.NET.
