About the position

Torch Technologies, a 100% employee-owned company, is currently seeking to hire an Operational Manager to support U.S. Central Command (USCENTCOM) and add a valued employee-owner to our dynamic and employee-centric culture. The successful candidate will support a wide range of activities related to Joint Capability Operational Demonstrations (JCTD) and other development projects. The candidate will be co-located and work collaboratively with the customer at customer site on MacDill AFB, thus requiring the utmost professionalism. In this role, you will provide day-to-day operational management of assigned JCTD or Service/Agency capability development projects, working closely with the Technical Manager, Transition Manager, and USCENTCOM Subject Matter Expert (SME) from supporting directorates. You will act as the chairperson of the operations Integrated Process Team (IPT), including the cost work breakdown structure for the operational activities. Additionally, you will support or write program documents such as Implementation Directives and Management Plans, including program-specific input to the USCENTCOM J8 Requirements & Technology Division/Technology Development Support (CCJ8-RTT) Management Team, and monthly reports. Your responsibilities will also include developing and validating Concept of Operations (CONOPS), Concepts of Employment (CONEMPS), Tactics, Techniques, and Procedures (TTP), and Training Support Packages (TSP). You will be tasked with developing white papers, position papers, and briefs for RT-related actions for senior-level and General Officer reviews. Furthermore, you will coordinate the development of the technology assessment strategy and selection of an independent assessment team, describe the operational concept, and oversee the execution of the independent assessment activities during assessment events. You will provide test planning support, which includes operational requirement decomposition, assessment measures development, data collection plans, field execution plans, and execution document development for military utility assessments. Additionally, you will support the development of USCENTCOM capability proposal nominations to OSD and the Services, utilizing your analytical skills for critical operational issues resolution. You will also provide Test Execution Support, often deploying with technical and assessment teams, and assist in Final Report Development support.

Responsibilities

Requirements

  • Bachelor's Degree and 2 years of Military Experience.
  • Minimum of 2 years working at the Combatant Command, Service HQ, or Joint Staff level.
  • Experience working at USCENTCOM is preferred.
  • Program Management Experience with Cost, Schedule, and Performance.
  • Working knowledge of USCENTCOM staff activities within the Directorates and the Joint Capabilities Integration Development System (JCIDS) process.
  • Experience evaluating requirements for resources submitted through COCOM and Service-specific requirements.
  • Excellent verbal and written communications, report generation, and presentation skills.
  • Strong organizational and analytical skills, attention to detail.
