About the position

The Mine Safety and Health Specialist (Staff Assistant) position is a critical role within the Mine Safety and Health Administration (MSHA) located in Lakewood, CO. The incumbent serves as the principal Staff Assistant to the District Manager, participating in major policy and operational decisions, program planning, and providing technical guidance to Field Offices. This position involves representing the District Manager in various technical meetings, handling complaints, and conducting safety inspections, thereby playing a vital role in ensuring mine safety and health standards are upheld.

Responsibilities

  • Represents the District Manager at technical meetings with mining companies, unions, and the public.
  • Serves as the liaison to the District Manager regarding technical complaints from unions and mining company management.
  • Acts as a representative of the District Manager on fatalities, explaining the Government's position and assisting in technical evaluations of injury/fatality causes.
  • Drafts correspondence and speeches on various technical subjects for the District Manager.
  • Offers testimony in court proceedings on behalf of the District Manager.
  • Develops and recommends strategies and goals for internal and external special emphasis programs in collaboration with the District Manager.
  • Conducts literature research to keep the District Manager informed on new and changing issues in mine safety and health.
  • Reviews new technical programs proposed by Headquarters staff to evaluate their impact on existing programs and procedures within the District.
  • Supervises and evaluates the work of employees engaged in information technology and data management for the District.

Requirements

  • Must be a U.S. Citizen.
  • Must be at least 16 years old.
  • Requires a probationary period if the requirement has not been met.
  • Candidate required to obtain the necessary security/investigation level.
  • Subject to pre-employment and random drug tests.
  • Requires medical exam and must maintain physical requirements.
  • Requires a valid driver's license.
  • Subject to financial disclosure requirements.
  • One year of specialized experience equivalent to at least the next lower level in the Mine Safety and Health Inspection Series.

Nice-to-haves

  • Experience in conducting on-site safety and health inspections and investigations of mines.
  • Experience in assisting with fatal and/or non-fatal accident investigations.
  • Proficiency in producing, editing, and proofreading written documents.
  • Experience in performing data analysis and evaluating operational mine safety and health programs.
  • Ability to identify and determine the causes of mining hazards, accidents, and safety problems.
