About the position

Analytic Services, Inc. (ANSER) is seeking a Mission Assurance Construct Implementation Analyst to provide essential technical advice, analysis, and support for the implementation of the Mission Assurance Construct. This role is crucial for the identification, assessment, risk management, and monitoring of Department of Defense (DoD) strategic assets, as well as supporting priority Defense Critical Infrastructure (DCI) resilience efforts. The successful candidate will play a key role in facilitating the Mission Assurance Coordination Board (MACB) functions and meetings, which include the MA Senior Steering Group and MA Executive Steering Group. Responsibilities will involve producing supporting documentation, slides, and analysis, advising on agendas, facilitating task development, and ensuring effective cross-DoD and external coordination. The analyst will also support staff and senior engagements, produce Statements of Conclusions, and manage communication and logistics needs related to these meetings. In addition to supporting MACB functions, the analyst will provide technical advice and recommendations to integrate the Mission Assurance Construct into broader DoD processes, including budget processes and formal guidance. This includes reviewing and drafting key USG and DoD Strategic Guidance Documents relevant to Mission Assurance, Defense Critical Infrastructure, and resilience. The analyst will prepare and coordinate draft packages for senior Department leaders to keep them informed of the status of Mission Assurance construct implementation. The role also requires providing technical analysis and support for the incorporation of the Mission Assurance construct into various MA-related programs and activities, such as adaptive planning, cybersecurity, energy resilience, and emergency management. The analyst will assist in developing policy training requirements for DCI risk management and resilience, and will support the development of mechanisms that enable DoD research and development actions to incorporate the Mission Assurance framework into evolving initiatives. Furthermore, the analyst will provide technical advice on policy guidance to align database capabilities with Mission Assurance needs, ensuring high standards for database protection and security.

Responsibilities

  • Support and enable execution of Mission Assurance Coordination Board (MACB) functions and meetings.
  • Produce supporting documentation, slides, and analysis for MACB meetings.
  • Advise on agendas and facilitate task development for MACB.
  • Support cross DoD and external coordination for MACB activities.
  • Produce Statements of Conclusions and other documents after meetings.
  • Maintain point of contacts lists and address communication and logistics needs.
  • Provide technical advice and recommendations to integrate the Mission Assurance Construct into broader DoD processes.
  • Analyze and support reviews and drafting of USG and DoD Strategic Guidance Documents relevant to Mission Assurance.
  • Prepare and coordinate draft packages for senior Department leaders regarding MA construct implementation.
  • Provide technical advice and assistance to improve incorporation of the MA construct into MA-related programs and activities.
  • Review additions, modifications, or deletions to the prioritization of Defense Critical Asset lists and Defense Critical Missions.
  • Inform guidance to direct and improve Mission Assurance assessments (MAA).
  • Assist in developing policy training requirements for DCI risk management and resilience.
  • Support the development of mechanisms that enable DoD research and development actions to incorporate the MA framework.
  • Provide technical analysis and assistance in developing the MA database and information management processes.
  • Advise on policy guidance to align database capabilities with MA construct and policy needs.

Requirements

  • Active top-secret security clearance, with SCI eligibility.
  • 6 years of hands-on related experience.
  • Master's Degree in Homeland Security, Cybersecurity, Systems Engineering, or related field required.
  • Ability to identify, evaluate, and prioritize risks to the organization's operations, including physical, cyber, and operational risks.
  • Experience in developing and implementing plans that ensure the continuation of operations during and after a crisis, including disaster recovery planning for IT systems and operations.
  • Proficiency in managing projects from inception to completion, coordinating with multiple stakeholders, and ensuring that projects meet their objectives on time.
  • Demonstrated ability to communicate effectively with stakeholders at all levels, including writing reports, presenting findings, and working collaboratively.
