About the position

The Mitigation and Resiliency Program Manager at NYC Emergency Management is responsible for supporting and coordinating mitigation projects aimed at reducing the risks associated with climate change and extreme weather hazards. This role involves leading agency engagement, managing hazard mitigation funds, and ensuring compliance with federal grant requirements. The position requires collaboration with various city agencies and stakeholders to develop tools and strategies that enhance the resilience of New York City communities and infrastructure.

Responsibilities

  • Support and coordinate mitigation projects to reduce climate change risks.
  • Lead agency engagement for hazard mitigation funding applications.
  • Ensure compliance with FEMA mitigation funding and other resiliency funding.
  • Collaborate with OMB to maximize funding opportunities and ensure proper fund usage.
  • Work with MOCEJ to identify FEMA funding opportunities for city resiliency needs.
  • Resolve issues to advance projects through scoping, submission, and implementation stages.
  • Provide technical assistance for FEMA's BRIC and other HMA grants.
  • Guide agencies in project management and cross-agency engagement for complex projects.
  • Develop tracking and reporting tools to benchmark project progress.
  • Monitor federal legislation affecting mitigation funding and develop recommendations.
  • Provide guidance to Mitigation Specialists on FEMA funding applications and project implementation.

Requirements

  • A four-year high school diploma or its educational equivalent and six years of relevant professional experience in emergency management, public safety, urban planning, or related fields.
  • A baccalaureate degree from an accredited college and two years of relevant professional experience.
  • A master's degree in emergency management, public administration, urban planning, or related fields and one year of relevant professional experience.
