About the position

The Leidos National Security Sector is seeking an experienced Mobile Application Technical Lead to play a pivotal role in leading a team of application developers, designers, and task leads for a critical Intelligence Community customer. This position is essential for the design and development of a client engagement and mobile intelligence delivery application on both iOS and Android platforms, aimed at replacing a legacy solution. The new application will facilitate the compilation of intelligence from various sources, creating customizable digital intelligence for the customer's executive leadership, the Office of the Secretary of Defense, combatant commands, and service intelligence centers. Additionally, the application will enable global collaboration and leverage artificial intelligence/machine learning to generate intelligence recommendations. The ideal candidate will possess a strong technical background in both front-end and back-end development and will be committed to fostering collaboration among teams to achieve integrated and innovative solutions. This role requires working with a diverse team of technical staff to modernize and expand the customer's capabilities within the Defense Intelligence Enterprise. As a key personnel role, it demands leadership and a hands-on approach to researching, developing, deploying, and achieving government authority to operate (ATO) for a platform that is critical to the Office of the Secretary of Defense and the warfighter. This opportunity is contingent upon contract award.

Responsibilities

  • Lead and mentor a team of application developers, designers, and task leaders conducting technical and industrial research to identify advantageous approaches to replace the customer's current applications.
  • Create a system that supports the delivery of intelligence via platform-agnostic digital tablets.
  • Collaborate with government leads and stakeholders, as well as other contract technical leads, to define project requirements, goals, and timelines.
  • Ensure the developed capabilities are compatible with the network operating environment and architecture and implement customer-directed security measures.
  • Ensure the system prioritizes availability, reliability, and scalability as it expands to a larger customer base.
  • Develop responsive and intuitive user interfaces employing modern front-end technologies such as JavaScript, JavaScript frameworks, HTML, CSS, XML, and JSON.
  • Use back-end technologies such as SQL-lite Database, ElasticSearch, Solr, SQL, and Server-Side Languages (Java, etc.) to develop a secure, efficient, and reliable architecture.
  • Ensure system compatibility with other customer applications.
  • Implement best practices for software development, including Agile methodologies, code reviews, and continuous integration/continuous deployment (CI/CD) processes.
  • Monitor project progress, address any technical challenges, adjust priorities as needed to meet milestones, and provide regular updates to government and contract program managers.
  • Lead the application development team in adopting Agile methodologies for iterative development, facilitating sprint planning, progress tracking, and ensuring the timely delivery of features.
  • Coordinate with cybersecurity teams to embed security measures into the development process, including data encryption, authentication protocols, and adherence to compliance standards.
  • Advocate for and implement best practices in code quality, conducting regular code reviews, and ensuring adherence to coding standards.

Requirements

  • Must have an active TS/SCI security clearance with the ability to obtain a Polygraph.
  • BS in software engineering, computer science, information technology, or related field or equivalent experience with 10+ years in software development, technology management, software engineering, or a related field; or 8+ years of experience with a master's degree.
  • Experience with front-end technologies including HTML, CSS, and JSON.
  • Experience with mobile development using Swift, Java, or equivalent cross-platform technologies.
  • Experience with database design and development (e.g., SQL, NoSQL), and familiarity with search technologies (e.g., Elasticsearch, Solr).
  • Experience overseeing application development and presenting overview briefings and updates to government leads, partners, and customers; reporting on progress at performance improvement meetings; and identifying opportunities for increased effectiveness, efficiency, scale, and impact.
  • Experience in the identification and mitigation of any issues or trends that pose a risk to project priorities.
