About the position

The Iowa Department of Transportation is looking to hire a Motor Vehicle Division Privacy and Data Protection Officer. This position will help ensure the DOT follows all laws protecting restricted personal information and data requested during open records requests, data requests, or when building new IT technology that could pose a potential risk to Iowa's restricted information of data. The MVD Privacy and Data Protection Officer will oversee the auditing of organizations that qualify for access to restricted data, draft and negotiate contracts, provide policy guidance on legal interpretations and application of privacy laws, and collaborate with the Attorney General's Office. You will serve as the team lead for the Privacy Team and will foster growth and support for its reporting team through the five core values of the department: Safety First, People Matter, Customer Focused, Servant Leadership, and Integrity Without Exception. By ensuring our Core Values are a top priority, this position will help support the Iowa DOT's Mission of Making Lives Better Through Transportation.

Responsibilities

  • Draft and negotiate agreements to ensure compliance with all laws and that the DOT's best interest is being met.
  • Create and maintain Memorandums of Understanding or other binding agreements with third-party entities.
  • Oversee data use auditing of third parties' subject to MVD data restrictions.
  • Identify areas for Data Privacy program processes for improvements and create ways to educate and train for efficiencies.
  • Serve as the subject matter expert and resource for data privacy questions or concerns.
  • Assist and advise other DOT Divisions and external agencies or customers on data accessibility regulations and compliance.
  • Evaluate FOIA requests for applicable data that can be shared.

Requirements

  • Graduation from an accredited four-year college or university with a degree in any field, and experience equal to four years of full-time professional-level work in program administration, program development, program operations, or management.
  • A total of eight years of education and/or full-time experience, where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
  • Two years of full-time professional-level work experience in program administration, program development, program operations, or management; and a total of four years of education and full-time experience, where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and a total of two years of graduate-level education and full-time experience, where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area equals one year of full-time experience.
  • Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 1 or comparable specific management-level position.

Nice-to-haves

  • A legal background in contract drafting, administrative law, or in-house counsel work is preferred.
