About the position

The MS4 Technician will be responsible for permit regulation relating to the City's MS4 storm water permit, which includes oversight of the Stormwater Pollution Prevention Plan (SWPPP), Construction Site Inspection Program, illicit discharge investigations, storm water outfall inspections, spill response, and education of citizens and employees of the City of Copperas Cove. The MS4 Technician is responsible for the systematic planning and mobilization of efforts under the state Municipal Separate Storm Sewer System permit program, to include the City's annual MS4 report submittal.

Responsibilities

  • Manage the MS4 program to ensure compliance with inspection, maintenance and enforcement of applicable Federal, State and City codes and regulations.
  • Advise and provide leadership to encourage compliance; act as a facilitator to assure compliance and achieve objectives.
  • Manage assigned resources and projects toward cost-effective and timely results.
  • Communicate Mandatory Control Measures (MCM) and Best Management Practices (BMP) regarding the status of the stormwater management program.
  • Perform a variety of skilled field and office work involved in the administration and enforcement of the Municipal Separate Storm Sewer System (MS4) Permit.
  • Assist with inspections of construction sites and industrial facilities to determine MS4 permit and City Ordinance violations.
  • Respond to and investigate reports of illicit discharges and illegal dumping into the MS4.
  • Respond to spills and leaks into the MS4 and prepare detailed reports of containment activities.
  • Respond to Storm water service requests during precipitation events.
  • Create and maintain appropriate data, records, and files for construction, illicit discharge, or spill response incidents.
  • Assist in coordination of educational requirements established in the City's MS4 permit.
  • Maintain interaction and coordination with other City departments and with private sector users.
  • Schedule other Storm water related inspections and meetings.
  • Oversee compliance related contact and communication with builders, developers, business owners, etc.
  • Perform other essential duties as required to achieve successful operation of the department.

Requirements

  • High school diploma or equivalent required.
  • A Bachelor's degree from an accredited college or university with major course work in Environmental Sciences, Natural Resource Sciences, or similar area is preferred.
  • Two (2) years of progressively responsible experience in Storm water regulations or a related field.
  • Valid Texas Driver's License by the date of hire.

Nice-to-haves

  • Previous experience conducting inspections and code enforcement duties is preferred.
